国内为吸引更多外籍华人和外籍人士来华发展，不断创新开放了许多便利政策，其中，曾拥有中国护照的外籍华人可享有的便利政策尤为明显。

For foreign Chinese, we have set up more visible special policies (the establishment of talent subsidies, entrepreneurship subsidies, individual income tax subsidies, etc.), which has greatly attracted foreign Chinese to return home to settle down or start their own businesses and employment. In this regard, for foreign Chinese who stay in domestic development, how to choose the appropriate visa type?

对于外籍华人可谓设立了更多肉眼可见的特优政策（设立人才补贴、创业补贴、个税补贴等），大大吸引了外籍华人回国定居或创业就业，对此，对于留在国内发展的外籍华人，该如何选择合适自己的签证类型呢？

According to the Ministry of Public Security, it has launched eight entry and exit facilitation measures, some of which are as follows:

外籍华人在华五大优待政策五年期居留许可根据公安部集中推出八项出入境便利措施，其中有部分内容如下：

1. Foreign Chinese visiting relatives, conducting business, or handling private affairs in China can obtain multiple-entry visas valid for up to 5 years. Those working, studying, or engaging in long-term private affairs can apply for residence permits valid for up to 5 years.

1.对来华探望亲属、洽谈商务、开展科教文卫交流活动及处理私人事务的外籍华人，公安出入境管理机构可按规定签发5年以内多次入境有效签证;对在当地工作、学习、探亲以及从事私人事务需长期居留的外籍华人，可按规定签发有效期5年以内的居留许可。

2. To provide greater convenience for foreign Chinese in China, the Ministry of Public Security has extended visa validity from a maximum of 1 year to 5 years and residence permits from a maximum of 3 years to 5 years.

2.为给在华工作、学习、生活的外籍华人提供更为便利、务实的出入境环境，公安部决定进一步优化外籍华人入出境和停居留措施，将签证由之前最长1年多次有效，放宽至5年内多次有效;将居留许可期限由之前最长不超过3年，延长至5年。

Social Insurance Security

社会保险保障

If a foreign Chinese leaves China before reaching the statutory pension age, their social insurance personal account will be retained. Upon re-employment in China, they can legally participate in social insurance, with contribution years accumulated and social insurance benefits enjoyed on a monthly basis.

外籍华人在达到规定的领取养老金年龄前离境的，其社会保险个人账户予以保留，再次来中国就业的，可以依法参加社会保险，缴费年限累计计算，享受按月领取社会保险待遇。 中国境内就业的外籍华人参加社会保险有何规定?

Employers hiring foreign Chinese must complete social insurance registration within 30 days of obtaining their employment documents. The social insurance number for foreign Chinese is based on their passport or permanent residence permit number.

用人单位招用外籍华人的，应当自办理就业证件之日起30日内为外籍华人办理社会保险登记。外籍华人社会保险号码根据其所持外国护照号码或者外国人永久居留证号码进行编制。

If a foreign Chinese leaves China before reaching pension age, their social insurance account is retained. Upon re-employment, contribution years continue to accumulate. Alternatively, upon written application to terminate social insurance, the account balance can be paid out in a lump sum.

外籍华人在达到规定的领取养老金年龄前离境的，其社会保险个人账户予以保留，再次来中国就业的，缴费年限累计计算;经本人书面申请终止社会保险关系的，也可以将其社会保险个人账户储存额一次性支付给本人。

For overseas Chinese and foreign Chinese receiving social insurance benefits abroad, a survival certificate must be submitted annually to the social insurance agency. This can be provided by a Chinese embassy or certified by local authorities.

华侨、外籍华人在中国境外享受按月领取社会保险待遇的，应当至少每年向负责支付其社会保险待遇的社会保险经办机构提供一次由中国驻外使领馆出具的生存证明，或者由住在国有关机构公证、认证并经认证的生存证明。

Children's School Enrollment

子女入学

The state has opened special channels for foreign Chinese children to study in China. The Ministry of Education stipulates that foreign Chinese children enrolling in compulsory education schools where their domestic guardians reside should follow local admission procedures and enjoy tuition-free education. Provincial authorities may adapt policies to local conditions.

国家为外籍华人子女回国入学也开放了特别通道。教育部规定外籍华人子女在其国内监护人户口所在地就读实施义务教育学校的，应当视同当地居民子女办理入学手续，依法享受免缴学费和杂费的权利，各省（区、市）可结合本地区实际研究决定。

Permanent Residency for Chinese Diaspora

华人永久居留

Foreign Chinese applying for permanent residency in China face fewer restrictions compared to other applicant categories. The process is especially streamlined for foreign Chinese with doctoral degrees or specific employment qualifications.

相较于其他类别的中国永居申请，外籍华人申请中国永久居留身份更加灵活，门槛更低。其中国家为外籍华人博士类及外籍华人任职类中国绿卡更是提供了绿色通道。

Doctoral Degree Category: Foreign Chinese working in China with a doctoral degree (certified by the Chinese Ministry of Education) can apply for a Chinese green card without specific work experience or tax requirements.

外籍华人博士类：在华工作并具有博士学历（博士学位需要经过中国教育部学历认证）的外籍华人，没有具体的工作年限、税收等要求，入职企业后可直接申请中国绿卡。

Employment Category:

外籍华人任职类：

Shanghai: For foreign Chinese working in companies registered in "double free" zones, "mass innovation" areas, or key national zones.

上海地区：针对企业注册地址在“双自”、“双创”以及上海国家重点区域工作的外籍华人；Beijing: For those employed in Zhongguancun or companies on Beijing's service industry expansion pilot list.

北京地区：针对企业注册地址是在中关村园区范围内，及北京服务业扩大开放综合试点企业名单工作的外籍华人；

Greater Bay Area: For foreign Chinese working in companies registered in the nine major cities of the Greater Bay Area.

大湾区：针对企业注册地址是在大湾区九大城市工作的外籍华人；

Chengdu: For those employed in companies registered within Chengdu.

成都地区：针对企业注册地址是在成都市内工作的外籍华人。

Hangzhou: For foreign Chinese working in companies registered within Hangzhou.

杭州地区：针对企业注册地址是在杭州市内工作的外籍华人。

Note: A key distinction for foreign Chinese in these five regions is the absence of specific salary and tax standards. In contrast, other foreign nationals must pay taxes at six times the local average salary or meet high-income tax standards.

补充说明：外籍人士和外籍华人在上面这5个区域工作的最大区别是，外籍华人没有具体的薪酬纳税标准，而外籍人士仍需要按照当地社平薪酬的六倍缴纳个税，或者按照当地的高薪任职绿卡的薪酬标准纳税。

Rejoining Chinese Citizenship

恢复中国国籍

According to Article 13 of the Nationality Law of the People's Republic of China, foreign Chinese applying to rejoin Chinese citizenship must meet the following conditions:

根据《中华人民共和国国籍法》第十三条规定，凡申请恢复中国国籍的外籍华人，必须同时满足以下条件：

Previously held Chinese nationality.

曾经具有过中国国籍的外籍华人；

Have valid reasons for application (e.g., having close Chinese relatives).

具有正当申请理由（指有中国籍近亲属等）；

Have a stable livelihood in China.

在中国境内有一定的生活保障

Have stable employment in China (required in some regions).

在华有稳定的工作（仅限部分地区要求）。

Note: Applicants approved for Chinese citizenship must renounce their foreign nationality.
