01 Guangdong Free Trade Zone
01广东自贸区
Currently, foreigners working in Guangdong can enjoy four major conveniences in handling work-related procedures:
目前，来粤工作外国人在办理相关工作手续方面可享受“四大便利”：
1. Long-term workers in Guangdong benefit from the integration of two certificates under unified work permit management. The Foreign Experts Bureau issues the Foreigner Work Permit, creating a "green channel" for high-end foreign talent, with "promise-based" and "deficiency-tolerant processing" measures.
一、长期在粤工作外国人可享受两证整合后工作许可统一管理的便利。由外专部门统一发放《外国人工作许可证》，为外国高端人才开辟“绿色通道”，提供“承诺制”和“容缺受理”便利措施。
2. High-level and innovative foreign talent can access 16 immigration policies supported by the Ministry of Public Security for Guangdong Free Trade Zone and innovation-driven development. Foreigners arriving in Guangdong without a visa can apply for a Z visa (work visa) at Guangdong port visa offices using the Foreigner Work Permit Notification issued by the Foreign Experts Bureau.
二、外籍高层次人才和创新创业人才可享受公安部支持广东自贸区建设和创新驱动发展16项出入境政策便利。对未持签证来粤工作的外籍人员，可凭外专部门签发的《外国人工作许可通知》在广东省口岸签证机关申请办理Z字（工作）签证。
3. In the short term, foreigners in Guangdong can enjoy the convenience of free work permit from the invitation letter policy. Foreign experts who come to Guangdong to engage in management, technology, scientific research, teaching, guidance and consultation for no more than 90 days are exempted from the procedures of work permit, work visa and residence permit, and are directly issued by the Invitation Letter to China by the foreign department.
三、短期来粤外国人可享受来华邀请函政策免办工作许可的便利。来粤从事管理、技术、科研、教学、指导、咨询等工作不超过90天的外国专家，免办工作许可、工作签证和居留许可手续，直接由外专部门签发《外国专家来华邀请函》。
4. Foreign high-end talents can enjoy the maximum visa period of validity and other convenience of talent visa. Foreign high-end talents and their spouses and children can obtain an R-word (talent) visa for up to 10 years with the Confirmation Letter of Foreign High-end Talents issued by the Provincial Foreign Affairs Bureau.
四、外国高端人才可享受最长签证有效期等人才签证的便利。外国高端人才及其配偶子女凭省外专局签发的《外国高端人才确认函》，可获长达10年、多次入境的R字（人才）签证。
At the same time, the Guangdong Pilot Free Trade Zone has introduced a series of highlight policies and measures to promote the innovation and entrepreneurship of high-level talents and enterprises.
同时，广东自贸试验区为促进高层次人才和企业创新创业而推出一系列亮点政策和举措。
1. Establishing a Robust Talent Evaluation System
一是建立健全高层次人才评价机制。
The Nansha, Qianhai-Shenzhen Bay, and Hengqin zones of the free trade area have developed criteria for urgently needed high-level talent in fields such as sci-tech innovation, finance, shipping, and trade. Procedures for evaluating high-level talent have been simplified.
提出由自贸试验区南沙、前海蛇口、横琴片区分类制定急需引进的科技创新创业、金融、航运、贸易等多方面的高层次人才评价标准，简化高层次人才评价认定程序。
2. Improving Visa and Residence Policies
二是完善高层次人才签证及居留政策。
We have proposed to implement a more convenient visa policy, a more open residence policy and facilitate the entry and exit of talents.(For example, foreign high-level talents and foreign personnel engaged in business activities in the zone can apply for an F visa of no more than 5 years and an M visa of no more than 1 year with the letter of the district management committee and the invitation letter of the units in the zone.
提出实行更加便捷的签证政策，实行更加开放的居留政策和为人才出入境提供便利三个方面措施。（如在区内交流访问的外籍高层次人才和从事商贸活动外籍人员，可凭片区管委会函件和区内单位邀请函件等材料，分别办理入境有效期不超过5年的F字签证和不超过1年的M字签证。
The period of the working certificate for foreign high-level talents in the zone will be extended to 5 years. High-level foreign talents working in the zone may apply for residence permits of no more than 5 years with the certification of high-level talents, the employment certificate of the units in the zone and the work certificates of foreigners. Qualified spouses and minor children of high-level foreign talents can apply for residence permits consistent with the main applicant. Qualified high-level talents can apply for business endorsement from Hong Kong for one year and Macao for three months according to the personnel of enterprises and institutions.）
对外籍高层次人才在区内工作证件期限延长至5年。在区内工作的外籍高层次人才可凭高层次人才认定证明、区内单位聘雇证明以及外国人工作证件等材料，办理不超过5年的居留证件。符合条件的外籍高层次人才配偶及未成年子女可办理与主申请人一致的居留证件。符合条件的高层次人才参照企事业单位人员可办理往来香港1年多次、往来澳门3个月多次的商务签注等。）
3. Enhancing Innovation and Entrepreneurship Incentives
三是优化高层次人才创新创业激励政策。
Six measures have been proposed: implementing tax incentives, establishing startup development funds, rewarding outstanding contributors, decentralizing professional title review authority, mutual recognition of professional qualifications across Guangdong-Hong Kong-Macao, and supporting Hong Kong, Macao, Taiwan, and foreign high-level talent in applying for scientific research projects.
提出要落实税收优惠政策，设立人才创业发展基金，奖励贡献突出的高层次人才，有序下放职称评审权，推进粤港澳人才职业资格互认，支持港澳台及外籍高层次人才申报科技项目的六个方面措施。
4. Building Quality Talent Platforms
四是打造优质人才载体。
Three measures focus on developing platforms for high-level talent growth, entrepreneurship, and intellectual property commercialization.
提出要加强高层次人才发展平台建设，加强高层次人才创业平台建设，实现高层次人才知识产权高效转化等三个方面措施。
5. Creating a Comprehensive Talent Service System
五是建设高层次人才综合服务体系。
Six initiatives aim to improve social security, housing support, education for children, transportation convenience, human resource services, and a "one-stop" service system for high-level talent.
提出要完善社会保障体系，加强住房保障，妥善解决子女就学问题，增强交通出行便利，大力发展人力资源服务业，实施高层次人才“一站式”服务等六个方面措施。
02 Work Permits Over 90 Days

Requirements for Applying for a Work Permit Over 90 Days Within China
境内申请90日以上外国人工作许可的要求
Foreigners meeting any of the following conditions may directly apply for a Work Permit in China within the country. All required application materials for the Notification for Work Permit and the Work Permit Certificate must be submitted:
符合下列情形之一的，可在境内直接申请外国人来华工作许可，应按申请《外国人工作许可通知》和申领《外国人工作许可证》提交全部申请材料：
(1)High-end foreign talent (Category A) who have entered China with other types of visas or valid residence permits.
(1)持其他签证或有效居留证件已入境的外国高端人才（A 类）；
(2)Foreigners already working in China who are changing employers but maintaining the same position, with a valid work-related residence permit.
(2)在华工作的外国人变换用人单位，但工作岗位（职业） 未变动，且工作类居留许可在有效期内的；
(3)Spouses or children of Chinese citizens, or of foreigners with permanent residency or employment in China, holding valid visas or residence permits.
(3)中国公民的外籍配偶或子女、在华永久居留或工作的外国人的配偶或子女，持有效签证或在有效期内的居留许可的；
(4)Free trade zone or comprehensive innovation reform zone benefits: Applicants eligible for policies specific to these zones.
(4)符合自由贸易区、全面创新改革试验区相关优惠政策的；
(5)Multinational company regional headquarters benefits: Applicants employed by companies qualifying for related policies.
(5)用人单位符合享有跨国公司在华地区总部相关优惠政策的；
(6)Internal personnel transfers within corporate groups.
(6)企业集团内部人员流动的；
(7)Government agreements or contracts: Applicants involved in intergovernmental agreements.
(7)执行政府间协议或协定的；
(8)Representatives of foreign institutions holding valid work visas; or foreigners who have obtained short-term (under 90 days) work permits and are legally hired by domestic employers during their stay.
(8)已持工作签证依法入境的驻华机构代表人员；已获得来华工作 90 日以下的外国人来华工作许可，在其停留有效期内， 被境内用人单位依法聘用的；
(9)Other cases recognized as eligible by approval authorities.
(9)其他审批机构认定符合条件的。

- All information must be declared in Chinese.

- Ensure accuracy, truthfulness, and consistency with supporting documents:

①Passport details (number, name, validity) must match the passport exactly.

②Degrees claimed must align with degree certificates.

③Educational background must be continuous and uninterrupted, with timelines matching degree certificates.

⑤The visa application location must reflect the actual place of application; applicants must proceed there after notification approval.
