Amid the complex and ever-changing international security landscape, the Beijing Xiangshan Forum has once again emerged as a crucial platform for global security discussions. The 12th Beijing Xiangshan Forum this week discussed "Upholding International Order and Promoting Peaceful Development," which is particularly relevant in 2025.
Against the backdrop of the 80th anniversary of the World Anti-Fascist War and the 80th anniversary of the founding of the United Nations, how to uphold the post-war international order, safeguard the hard-won peace and promote world development are the major objectives of our generation.
'A ballast stone for peace'
At the opening ceremony on September 18, also the day marking the Mukden Incident of 1931, the beginning of imperialist Japan's war of aggression on China and the World Anti-Fascist War, Chinese Defense Minister Dong Jun stressed that "at this important moment of remembering history and creating a shared future, we must uphold the correct view of World War II history, resolutely defend historical justice, and build the broadest possible consensus."
The Chinese military, he said, will "act as a ballast stone for peace" to provide positive energy for the long-term stability of the world.
Dong added that "Taiwan returning to China is a key component of the post-war international order," and "the historical and legal facts that Taiwan is part of China is indisputable, and the People's Liberation Army is ready to defeat any external military intervention."
This year also marks the 80th anniversary of the recovery of Taiwan. Both the Cairo Declaration and the Potsdam Proclamation, key agreements among China, the U.S. and Britain in the 1940s, stated explicitly that Japan had stolen the territory of Taiwan from the Chinese and it shall be restored to China, along with other occupied territories.
Dong's remarks are two sides of the same coin. On the one hand, he made the commitment that China as a responsible major country will uphold international order and promote peaceful development. On the other hand, his remark is meant to deter Taiwan separatists and malicious external forces harboring the revisionist intention to interfere in China's internal affairs, destabilize the Taiwan Straits and upset the post-war order.
As he stressed, "As a force for peace, the stronger China's military grows, the greater its capacity to deter war becomes."
How can China's initiatives contribute?
One hot topic at this year's forum was the newly proposed Global Governance Initiative (GGI), and how China's global initiatives could contribute to world peace.
President Xi Jinping proposed the GGI at the Shanghai Cooperation Organization Summit last month to promote a more just and equitable global governance system. Together with the Global Security Initiative, Global Development Initiative, and Global Civilization Initiative, it is China's holistic vision for world peace, development, and maintaining the world order.
Against a backdrop of escalating geopolitical tensions as well as technological disruptions, the existing global security governance mechanisms face a glaring deficit. Many countries, especially in the Global South, are calling for a more just and inclusive global security governance system.
China's global initiatives underscore sovereign equality, peaceful coexistence, common development, true multilateralism and a community with a shared future for humanity, to override security dilemmas, zero-sum games, unilateralism, and conflict of civilizations.
Representatives from different countries talked highly about the positive implications of the GGI and said they expect to work with China to explore feasible ways to conflict prevention and resolution, promote peace and development, and inject stability into a turbulent world.
An inclusive and constructive moment
Co-hosted by China's Academy of Military Science and China Institute for International Strategic Studies, the Beijing Xiangshan Forum has grown into a Track 1.5 annual event where representatives from various countries, international organizations, and security converge to exchange ideas and explore solutions to the security challenges of our time, as well as further mutual understanding and avoid conflicts.
Compared with some meetings with a strong Western-centric perspective, it has a more global vision and provides a more inclusive platform for Global South countries to voice their perspectives and participate in global security governance, which is in line with the increasingly multi-polar world.
This year's event had a more diverse and balanced representation, with 1800-plus registered participants from over 100 countries, regions and international organizations. The participation of delegates from countries in conflict such as Russia, Ukraine, Iran and Israel, demonstrated the forum's unique value in providing a equitable platform and rare channel to engage in constructive exchanges and look for ways to solve security problems.
