01 Application Conditions and Legal Basis

Foreigners who enter with an ordinary visa and lose, damage, or have their visa stolen can apply for a reissue. This regulation is based on the "Exit and Entry Administration Law of the People's Republic of China" and the "Regulations of the People's Republic of China on the Entry and Exit of Foreigners."
外籍人员持普通签证入境后，因所持签证遗失、损毁或被盗抢的，可以申请补发。该规定是基于《中华人民共和国出境入境管理法》与《中华人民共和国外国人入境出境管理条例》制定的。
When applying, the applicant must personally go to the exit-entry administration of the public security organ to handle the relevant procedures. However, under specific conditions, the application can be made on behalf of the applicant by the inviting unit or individual, the applicant's relative, or a relevant specialized service institution.
申请时，申请人需要由本人到公安机关出入境管理机构办理相关手续。但符合特定条件的，可以由邀请单位或个人、申请人的亲属、有关专门服务机构代为申请。
These special circumstances include: being under 16 years old or over 60 years old, and having difficulty moving due to illness or other reasons; having a good record of stay and residence in China after entering for the first time; and the inviting unit or individual providing a guarantee for the expenses required by the foreigner during their stay in China.

02 List of Required Application Materials

For reissue applications under different circumstances, the following additional materials are required:

- Visa lost or stolen: A passport loss report or a note from the embassy or consulate of the applicant's country in China, as well as a new valid passport or other international travel documents, must be submitted.
- 签证遗失或被盗抢：需提交本人护照报失证明或所属国驻华使领馆照会，以及新的有效护照或其他国际旅行证件。
- Visa damaged: The damaged passport or a note from the embassy or consulate of the applicant's country in China, as well as a new valid passport or other international travel documents, must be presented.
- 签证损毁：需出示损毁护照或所属国驻华使领馆照会，以及新的有效护照或其他国际旅行证件。
- Group visa issues: A certificate from the local receiving travel agency and a copy of the group visa are required.

All certificates issued by foreign institutions must be translated into Chinese by a qualified translation company if they are not in Chinese.

03 Application Process and Time Limit

Applicants should make an appointment in advance for the application. Guangdong Province provides an online appointment system, which can be accessed through the "Guangdong Province Foreigner's Visa Document Service Management System."
申请人应提前预约办理时间。广东省提供了网上预约途径，可通过“广东省境外人员签证证件服务管理系统”进行预约。
The application process mainly includes four stages: application, acceptance, review, and decision. The accepting institution will review the application. If the application matters fall within the authority of this administrative organ and the application materials are complete and meet the requirements, the application should be accepted on the spot and a receipt of acceptance should be issued.
办理流程主要包括申请、受理、审核和决定四个环节。受理机构会对申请进行审查，申请事项属于本行政机关职权范围，申请材料齐全、符合要求的，应当当场予以受理并出具受理回执。
The exit-entry administration of the public security organ will verify the authenticity of the application reasons through interviews, telephone inquiries, on-site investigations, and other means. If there is no valid reason for not accepting the interview within the agreed time, the visa document may be legally refused.
公安机关出入境管理机构会通过面谈、电话询问、实地调查等方式核实申请事由的真实性。无正当理由未在约定时间内接受面谈的，可以依法不予签发签证证件。
Under normal circumstances, a decision on whether to issue the visa document will be made within 7 working days from the date of acceptance. However, the investigation time is not included.
一般情况下，签证证件申请会在受理之日起7个工作日内作出是否签发的决定。但调查时间不计入内。
It should be noted that the public security organ has the right to refuse to issue a visa document and may not provide a reason. For foreigners or responsible persons who illegally reside (stay) in China or have other illegal acts, the public security organ will impose penalties in accordance with the law.
需要注意的是，公安机关有权拒发签证证件，并可以不说明理由。对于在中国非法居（停）留或有其它违法行为的外国人或责任人，公安机关将依法予以处罚。
After the successful reissue of the visa, the new visa will maintain the same type, entry validity, duration of stay, and remaining number of valid entries as the original visa.
签证补发成功后，新的签证将保持与原签证相同的种类、入境有效期、停留期限和剩余有效入境次数。
The approved foreigner's visa must be collected in person by the applicant with the receipt of acceptance at the exit-entry administration of the public security organ.
批准签发的外国人签证，需由申请人本人持受理回执前往公安机关出入境管理机构现场领取。
The entire process usually takes 7 working days, but the public security organ may need more time for verification. It is recommended that applicants take immediate action upon discovering the loss of their visa to avoid delaying their travel plans.
