史德林
红十字国际委员会主席中国事务个人特使、东亚地区代表处主任
史德林先生1993年加入红十字国际委员会,曾先后在中东、非洲、巴尔干地区及日内瓦总部任职。作为人道领域的资深领导者,他在一线和总部层面的行动、外交、谈判、伙伴关系发展、危机管理和数字化转型方面均有出色表现。他曾担任的主要职务包括副总干事(2012-2020年)、数字化转型主任(2020-2022年)以及中东和北非地区主任(2002-2006年)。他还曾在日内瓦州政府担任负责移民和难民事务的主任(2008-2012年),积累了资深公务员经验。史德林先生是瑞士人,拥有巴塞尔大学硕士学位。
弗朗索瓦·恩库纳·巴卢穆埃内阁下
刚果(金)驻华大使

安德烈·丹尼尔·穆勒
瑞士发展与合作署驻刚果(金)布卡武瑞士合作办公室副主任
他于2013年起任职于瑞士发展与合作署,目前常驻刚果民主共和国。此前,他曾在南苏丹、肯尼亚、埃及和阿富汗管理人道主义和发展项目。他毕业于苏黎世联邦理工学院(ETH Zurich),获得环境工程硕士学位,专业方向为水力工程与城市水资源管理。他是瑞士人道主义援助(Swiss Humanitarian Aid Unit)水、卫生与环境卫生(WASH)小组的成员。

Humanitarian Action and Development finance: Collaborating for a Sustainable Future in Protracted Crises

Introduction
In today's world, protracted crises have become the new normal, defying conventional aid models. In these settings, the lines between emergency humanitarian action and development blur as populations face concurrent needs for survival and a return to stability, rendering linear "humanitarian-to-development" frameworks inadequate to address intertwined challenges on the ground. The critical reality is that relying on short-term emergency responses for years is inefficient, costly, and ultimately fails to build local capacity.
In contexts often deemed "un-investable," humanitarian organizations offer deep local knowledge, operational access, and trusted relationships. For development actors struggling to advance the SDGs and the "leave no one behind" agenda, this humanitarian footprint is indispensable. By moving beyond immediate aid to design and manage resilient essential services—from water systems to health facilities—humanitarian action not only meets the urgent needs of communities but also lays a viable foundation for larger, sustainable investment.
This event brings together senior experts in humanitarian and development cooperation, government representatives, development finance institutions, and policy researchers for an in-depth dialogue. The discussion will focus on how humanitarian organizations and development finance can innovate collaboratively to bridge the gap between emergency aid and sustainable development, and to promote the upgrading of essential service systems through multi-stakeholder participation. The event will provide a platform for policymakers, practitioners, academic institutions, and youth to exchange diverse insights and jointly explore viable cooperation mechanisms, contributing to the achievement of global crisis governance and humanitarian development goals.

François Moreillon
Head of the ICRC Delegation in the Democratic Republic of the Congo (DRC)
He leads one of the organization's largest and most complex operations worldwide in the DRC. A veteran humanitarian leader with over two decades of experience at the ICRC, his career has spanned key operational and management roles, including leading the Incident Management Team at headquarters and serving in multiple assignments as Head of Delegation, highlighting his deep expertise in crisis response and managing high-stakes environments. He holds a Master of Arts in International Relations from King's College London.
Juan Coderque
Senior Advisor, Humanitarian Innovative Finance Hub (HIFHUB) and the ICRC
He is recognized for his thought leadership in innovative humanitarian finance. His career is built on over 25 years of international humanitarian experience with the ICRC, addressing complex challenges in diverse regions including the Democratic Republic of Congo, the Sahel, Gaza, and the Caucasus. For the past decade, Juan has been at the forefront of transforming humanitarian action by pioneering innovative public-private partnerships and financing models. As an influential advocate for these solutions, he has a particular focus on applying blended finance to the water sector, aiming to unlock development and private sector investment to build resilient and impactful services in fragile settings.

Balthasar Staehelin
Personal Envoy of the President to China & Head of ICRC Regional Delegation for East Asia.
Mr. Staehelin joined the ICRC in 1993, serving in the Middle East, Africa, the Balkans, and at headquarters in Geneva. A multifaceted senior leader in the humanitarian sector with a track record in operations, diplomacy, negotiations, partnerships development, crisis management and digital transformation, both at field and HQ level., his key positions have included Deputy Director-General (2012-2020), Director for Digital Transformation (2020-2022), and Regional Director for the Middle East and North Africa (2002-2006). He also gained senior civil servant experience as the director for migrant and refugee affairs for the government of Geneva (2008-2012). Mr. Staehelin is a Swiss national and holds a Master’s degree in History, English Literature and Constitutional Law from the University of Basel.
H.E. François Nkuna Balumuene
Ambassador of the Democratic Republic of the Congo to China
His Excellency has a distinguished diplomatic career spanning over 40 years and has served in his current role since October 2021. Prior to this, he was the Ambassador of the DRC to the United States of America from 2015 to 2021 and previously served as Ambassador to India (with accreditation to Indonesia, Malaysia, Singapore, and Sri Lanka). His Excellency has served in the diplomatic corps since 1980, with postings in South Africa and Spain, and has held numerous key positions within the Ministry of Foreign Affairs. He holds a Master's degree in Economics with a focus on Rural Development from the Faculty of Economics, UNAZA, Kinshasa Campus.
Murtaza Syed
Head of Ecosystem in the Economics Department at the Asian Infrastructure Investment Bank (AIIB) in Beijing
Mr. Syed has more than 25 years of experience in macroeconomic research and policy making. Most recently, he served as Deputy Governor of the State Bank of Pakistan (SBP) during 2020-2023, where he oversaw monetary policy, research and human resources. He also served as Acting Governor during May-August 2022. Prior to his stint at the SBP, Mr. Syed worked with the International Monetary Fund (IMF) for 16 years. He reviewed IMF programs and surveillance of emerging markets and advanced economies. He also served as IMF Deputy Resident Representative in China during 2010-2014. Mr. Syed has a PhD in economics from Oxford University. He has published papers on a variety of macroeconomic issues, including fiscal and monetary policy, financial stability, economic crises, investment, demographics, poverty and inequality. He has also delivered lectures on public policy at Cambridge and Oxford.
Pierre-François Righetti
Counsellor and Deputy Head of Political Section, Embassy of Switzerland in China
He has joined the Swiss Federal Department of Foreign Affairs in 2019, and has previously worked in the Embassy of Switzerland in China and Mission of Switzerland to the EU. He is working as Counsellor and Deputy Head of Political Section in the Embassy of China since August 2025. Mr. Righetti studied at Geneva Graduate Institute, graduating with a Master’s degree in International History and Politics.
André Daniel Müller
Deputy Head of the Swiss Cooperation Office in Bukavu, Swiss Agency for Development and Cooperation (SDC).
He has worked for the Swiss Agency for Development and Cooperation (SDC) since 2013, and is currently based in the Democratic Republic of Congo, where he is Deputy Head of the Swiss Cooperation Office in Bukavu. He has previously worked on humanitarian and development projects in South Sudan, Kenya, Egypt and Afghanistan. He studied at ETH Zurich, graduating with a Master's degree in Environmental Engineering, specialising in hydraulic engineering and urban water management. He is a member of the WASH group at the Swiss Humanitarian Aid Unit.
