The Ministry of Industry and Information Technology, the National Development and Reform Commission, and the National Energy Administration jointly issued the Implementation Plan for Accelerating the Application of Clean and Low-Carbon Hydrogen in the Industrial Sector on December 30, 2024. This plan aims to implement the Medium and Long-Term Plan for the Development of Hydrogen Energy Industry (2021-2035), expand the application of clean and low-carbon hydrogen in the industrial sector, accelerate the upgrading of related technologies and equipment, and promote the high-quality development of the hydrogen energy sector.

The plan proposes to create new growth points for industrial transformation and upgrading. It is clear that by 2027, positive progress will be made in promoting clean and low-carbon hydrogen application equipment and technology in the industrial sector, and a number of leading enterprises and industrial agglomerations with strong industrial ecological dominance, as well as system solution providers with high professionalism and strong service capabilities, will be nurtured.

The plan focuses on a series of application scenarios for clean and low-carbon hydrogen, including hydrogen metallurgy, hydrogen-carbon coupling system for green methanol, hydrogen fuel cell vehicles and so on. It will systematically put forward 30 specific tasks, ranging from optimising industry management, accelerating technology research, cultivating key enterprises, improving standards and norms and other aspects of the proposed safety initiatives.
