In a statement released on Tuesday, Sam's Club said it remains committed to supporting its delivery riders and regards their safety as a top priority.
我们与各合作平台正在加速各项安全举措的落地，目前已在部分区域陆续落实根据货物匹配三轮或四轮车的措施，各平台将于近期推广到全国各地。
The retailer added that it is accelerating the rollout of these measures in collaboration with its partners. Initiatives such as assigning three-wheel or four-wheel vehicles based on cargo volume have already been implemented in certain regions, with plans to expand nationwide in the near future.

《中华人民共和国道路交通安全法实施条例》第七十一条对非机动车载物有明确规定：自行车、电动自行车、残疾人机动轮椅车载物，高度从地面起不得超过1.5米，宽度左右各不得超出车把0.15米，长度前端不得超出车轮，后端不得超出车身0.3米。
有交警在谈及山姆配送员超载一事时表示，外卖配送员骑电动车如果严重超载，会导致制动距离增加、车辆稳定性变差等诸多安全隐患。行人在道路中（尤其是人行道、斑马线、路口）属于 “弱势参与者”，几乎无物理防护，超载外卖电动车对其的风险集中在 “碰撞伤害加剧” 和 “避险空间被压缩”。
A traffic police officer, commenting on the issue, noted that severely overloaded e-bikes can lead to multiple safety hazards, including longer braking distances and reduced vehicle stability.
Pedestrians — especially those on sidewalks, crosswalks, or at intersections — are considered "vulnerable road users" with little physical protection. Overloaded delivery e-bikes, the officer warned, increase the risk of more severe collisions and reduce the space available for evasive action.
