5 Minute Guide for Hazard Reporting Reward Program: Best Practice of INESA
The Work Safety Committee of the State Council has requested all production and business operation entities to establish an Internal Program Rewarding the Reporting of Work Safety Hazards by the end of 2025. At the beginning of this year, the Shanghai Work Safety Committee compiled the booklet “A Collection of Best Practices for an Internal Program Rewarding the Reporting of Work Safety Hazards”.
To further promote these best practices, we selected several successful cases and created a series of concise, five-minute guides to help all entities create and deploy their own programs. Today’s story is from INESA.
INESA (Group) Co., Ltd. (hereinafter referred to as “INESA”) adopts the “Standardization, Practicality, Digitalization, Incentive” (SPDI) approach to steer the development of its hazard identification and management mechanism. By establishing and refining a hazard identification and management system, updating and improving work safety inspection standards, continuously building a standardized work safety system, independently developing training materials, and systematically advancing the construction of INESA’s dual work safety platforms, the company has effectively promoted the implementation of its internal hazard reporting and reward program through multiple channels.
Standardization - Effectively Unifying Hazard Identification and Management Practices
The company implements a “Six Fixed” management approach for hazard mitigation - fixed standards, personnel, responsibilities, timelines, procedures, and zones - and ensures the “Five In-Place” for hazard identification and correction: measures, responsibilities, funding, time limits, and contingency plans must all be in place. It has formulated the INESA Work Safety Inspection and Evaluation Standard (2024 Edition) and revised the INESA Major Hazard Identification Standard (2024 Edition). By implementing a tiered hazard management system and developing standard examples and illustrations for specific types of hazards, the company provides employees with concrete operational guidance for hazard identification.
Practicality - Enhancing Execution of Hazard Identification
The company has independently compiled and issued the INESA Safety Production Training Materials for Enterprise Leaders and the INESA Safety Production Training Materials for Safety Management Personnel, strengthening training on technical key points and management elements in specific areas, such as electrical safety, special equipment, fire protection, temporary electricity use, lifting operations, and confined space work. It draws on experiences summarized by employees to guide accurate hazard identification and appropriate handling. The company has also compiled the INESA Work Safety Standardization Specifications and revised the INESA Work Safety Standardization Specifications and Evaluation Rules, establishing a collaborative mechanism involving both internal and external safety experts for risk discovery and hazard identification.
Digitalization - Finding Optimal Solution for Hazard Mitigation Through Iterative Algorithms
The company has developed and deployed a group-wide comprehensive work safety supervision platform. Integrating advanced technologies such as the Internet of Things, big data, and cloud computing, it has built a digital work safety management mechanism with a complete system, a clear structure and a set of clearly defined responsibilities, which can operate smoothly and highly efficiently. This platform enables real-time online collection, analysis, identification, and display of accident hazard data. Employees are encouraged to use the mobile platform to participate in the “INESA Woodpecker in Action - Accident Hazard Identification” campaign. Meanwhile, by leveraging intelligent methods such as 3D modeling and digital twins, the company conducts real-time monitoring of operational site safety information and ensures early warning for risks, enhancing the efficiency of accurately identifying potential hazards.
Timely Incentives - Boosting Both Material and Moral Professional Recognition
The company has formulated the Measures for the Administration of INESA Safety Campaign Mobile Platform. Employees can earn corresponding points by participating in hazard identification initiatives and production safety quizzes, which can be exchanged for material goods and cash rewards. In 2024 , INESA allocated incentives totaling 5.65 million yuan, effectively powering a “new engine” for safety assurance. At the same time, the company emphasizes the contribution of safety role models by awarding honorary titles such as Outstanding Manager and Outstanding Worker to individuals who have performed exceptionally in annual safety work. Under the guidance of a model worker innovation studio, a safety expert team comprising professionals and lecturers has been formed to promote employee engagement in safety management. In addition, the company carries out a series of campaigns such as the “Anxin Team” and “Reading Club” to help employees develop better safety habits through mutual understanding and assistance.
