For Applicants:

Must hold foreign nationality and a doctoral degree, be friendly toward China, comply with Chinese laws, and generally be under 65 years old at the time of application.
必须持有外国国籍和博士学位，对中国友好，遵守中国法律，申请时一般年龄不超过65岁。
Must sign a long-term cooperation agreement with a local employer, work in Dalian for at least six months annually over three consecutive years, and ensure their expertise aligns with the employer’s main business.
必须与当地雇主签订长期合作协议，在连续三年内每年在大连工作至少六个月，并确保其专长与雇主的主营业务一致。
Must already be employed at the time of application with a valid labor contract or cooperation agreement and pay personal income tax in accordance with Chinese law.
申请时必须已经就业，拥有有效的劳动合同或合作协议，并按照中国法律缴纳个人所得税。
Should hold positions equivalent to professors at well-known overseas universities or research institutes, or senior positions at internationally renowned enterprises or financial institutions.
应在知名海外大学或研究机构担任相当于教授的职位，或在国际知名企业或金融机构担任高级职位。
Should own independent intellectual property, with advanced technologies that have strong market potential.

For Employers:

Must be legally registered entities in Dalian with at least one year of operation (enterprises, universities, research institutes, etc.).

Must have clear recruitment plans and be able to provide Chinese technical teams to support research and development.
必须有明确的招聘计划，并能够提供支持研发的中国技术团队。
Must demonstrate strong R&D and technology commercialization capabilities, with stable financial support for collaborative projects.

Must have sound financial management and good credit standing.

Funding Standards
资助标准
The program provides annual subsidies based on a percentage of the pre-tax salary, up to a maximum of RMB 600,000 per person.
该项目根据税前工资的一定比例提供年度补贴，每人最高补贴60万元人民币。
Salaries between RMB 300,000–500,000: 40% subsidy
工资在30万至50万元人民币之间：补贴40%
Salaries between RMB 500,000–800,000: 50% subsidy

Each project will run for one year, from January 1 to December 31, 2025.

Applications must be submitted online through the “Dalian Science and Technology Project Management Information Platform.”

Employers must ensure accurate and complete information, and fraudulent applications will be penalized.

Employers should retain records such as passports, visas, entry-exit documents, work photos/videos, and salary payment vouchers of foreign experts.
雇主应保留外国专家的护照、签证、出入境文件、工作照片/视频和工资支付凭证等记录。
Recruitment must comply with Chinese laws on intellectual property, non-compete agreements, employment, and compensation, while aligning with international practices.
招聘必须遵守中国关于知识产权、竞业禁止、就业和薪酬的法律，同时符合国际惯例。
Any changes during implementation (such as expert adjustments, company restructuring, or project termination) must be reported to the Science and Technology Bureau.

Supervisory departments must conduct thorough due diligence, including checks on credit and operational capacity.

Previously approved foreign high-level talent projects cannot be reapplied for.

Each foreign expert may apply for only one project.

Applicants cannot apply simultaneously for multiple talent programs under different categories.
