2025年4月8日至9日，中国人民银行副行长宣昌能赴马来西亚吉隆坡出席东盟与中日韩（10+3）财政和央行副手会，并代表中方作为10+3财金合作机制联合主席主持相关讨论。会议讨论了美国关税政策对全球和区域宏观经济形势造成的影响、完善清迈倡议多边化（CMIM）机制和10+3宏观经济研究办公室（AMRO）等议题，并在深化区域内政策协调和加强区域金融安全网等领域达成一系列共识。会议一致通过了在清迈倡议多边化机制下以人民币出资的法律安排。
中日韩三方同期举行了财政和央行副手会，就经济形势和区域内财金合作交流意见。宣昌能重点介绍了面对当前全球不确定性上升的挑战，中国人民银行将实施好适度宽松的货币政策，支持金融市场平稳运行，巩固经济持续回升向好势头。
此外，宣昌能还在会间与韩国副财长崔志榮、韩国央行副行长权珉秀、新加坡金管局副总裁梁新松双边会谈，就全球不确定性对各国影响交换了意见。
Deputy Governor Xuan Changneng Attends and Chairs the ASEAN+3 Finance and Central Bank Deputies’ Meeting
On April 8-9, 2025, Deputy Governor Xuan Changneng attended the ASEAN+3 Finance and Central Bank Deputies’ Meeting in Kuala Lumpur, Malaysia, and chaired the relevant discussion of the meeting as the Chinese Co-Chair of this year’s ASEAN+3 finance track. The meeting discussed the impact of U.S. tariffs on the global and regional economic outlook, as well as the enhancement of the Chiang Mai Initiative Multilateralization (CMIM) and the ASEAN+3 Macroeconomic Research Office (AMRO), reaching broad consensus on deepening regional policy coordination and strengthening regional financial safety net. The deputies endorsed amendments to CMIM legal documents to allow for RMB contribution under the CMIM.
On the sidelines, China, Japan, and Korea also held the Tripartite Finance and Central Bank Deputies’ Meeting to exchange views on the economic outlook and regional financial cooperation. Xuan Changneng highlighted that in view of the rising global uncertainties, the PBOC will implement accommodative monetary policy and support stable financial market performance to sustain the momentum of economic recovery.
During the meeting, Xuan Changneng also had bilateral talks with Mr. Choi Ji-young, Deputy Minister of Korea’s Ministry of Economy and Finance, Mr. Kwon Min Soo, Deputy Governor of Bank of Korea, and Mr. Leong Sing Chiong, Deputy Managing Director of Monetary Authority of Singapore, and exchanged views on the impacts of the rising global uncertainties.
