In April, Luoyang is in full bloom with peonies. As the 42nd China Luoyang Peony Culture Festival kicks off, the city has once again become a popular destination for flower viewing. During the recent Qingming Festival holiday, tourists from all over the country flocked to the ancient capital.
As a city that once served as the capital for thirteen dynasties, Luoyang stands like a profound historical chronicle etched with the passage of time, rich with unparalleled cultural heritage and diverse tourism resources. The old city’s winding streets and the imposing Lijing Gate silently speak of past glories. The enticing aromas from time-honored restaurants linger in the air, while intangible cultural heritage creations shine with artistic brilliance. Amid the rising smoke of daily life, the ancient city unveils a new charm, as if imbued with renewed vitality.
The development of the cultural tourism industry relies on a stable and sufficient power supply. Anchored in the integration of culture, tourism, and heritage conservation, State Grid Luoyang Power Supply Company has launched equipment upgrades and enhanced power supply services to meet the growing demands of the sector and to further promote the integrated development of culture and tourism.
In terms of infrastructure upgrades, the company has aligned power planning with the preservation of the ancient city. On the principle of maintaining the original appearance of the old town, and following thorough site research, new power access points were designated, new transformers were installed, and existing power lines were renovated. In collaboration with local authorities, State Grid Luoyang upgraded the power lines for heritage sites such as Jiuzhou Pond in the Sui-Tang Luoyang City Ruins and the Luoyi Ancient City. Approximately 4 kilometers of overhead lines were relocated underground, enhancing the city’s image while significantly improving power stability for surrounding shops, guesthouses, and residents. To ensure optimal nighttime sightseeing and visitor experiences, the company also assisted the local government and Luoyi Ancient City in implementing a dual power source system, adding ten new transformers. As a result, the power load capacity increased from 5,000 kW to 18,000 kW. In addition, they provided technical guidance to improve relay protection logic in the distribution system, thereby strengthening the reliability of the power supply. With these improvements, the Luoyi Ancient City has been able to expand its scale and increase its visitor capacity. Moreover, State Grid Luoyang Power Supply Company carried out artistic painting on 150 power distribution boxes and related facilities, fully integrating the infrastructure into the aesthetic and cultural ambiance of the core streets and main roads in cultural tourism zones.
On the service side, the company has conducted comprehensive “health checks” of local power distribution lines and transformers to promptly identify and eliminate potential hazards. In the old city area, a grid-based service model has been established, featuring routine inspections of key equipment using infrared thermal imaging and load monitoring. Inspection frequency is adjusted based on weather patterns and operational conditions. Important lines and ring main units are dynamically monitored, with real-time data tracking and analysis to ensure safety and control of all major facilities. Furthermore, the company has promoted the use of the "State Grid Online" app, enabling businesses to apply for electricity services, check electricity bills, and report faults remotely—without leaving their premises. With facial recognition and one-document verification, users can now bypass the need to submit multiple forms of documentation, drastically reducing processing time. For key users such as scenic areas, guesthouses, and restaurants, dedicated account managers conduct in-person visits, establish WeChat groups, and offer real-time support to quickly resolve power-related issues.
“For micro and small enterprises such as restaurants, guesthouses, and Hanfu rental shops, we provide a ‘Three-Zero’ service—zero visits, zero approvals, and zero investment. Through online applications and dedicated liaisons, we streamline the entire service process, from application to site survey,” said Su Eryong, team leader of the Old City grid unit at State Grid Luoyang Power Supply Company, on April 7. “Additionally, we’ve opened a ‘green channel’ for guesthouse conversions, completing the upgrade from residential to commercial power use within five working days to ensure normal business operations.”(By Zhang Ying and Zhang Guofeng)
