LJUBLJANA, Sept. 2 (Xinhua) -- The United Nations remains an indispensable organization but is in urgent need of reform to better address global challenges, a Chinese diplomat said Tuesday at the Bled Strategic Forum, Slovenia's leading foreign policy conference.
Wu Hongbo, former special representative of the Chinese government for European affairs and former under-secretary-general in the United Nations Department of Economic and Social Affairs, made the remarks during a panel on declining alliances and emerging partnerships at the forum.
He said, "The United Nations is the largest intergovernmental body, and we need it. But it requires reform. We are not going to rock the boat; we are going to repair the boat so that it can sail more smoothly and faster."
Wu warned that, without reform, the UN system is "almost not operational." He said the global order is facing mounting uncertainty as "the law of the jungle is coming back with great force" and that transatlantic relations have been "greatly challenged."
He urged the European Union (EU) to safeguard its "strategic autonomy" and avoid seeing China simultaneously as a partner and a rival. "The EU is China's comprehensive and strategic partner."
He also expounded the Global Governance Initiative newly presented by China, underlining that all countries should be equal, abide by international law, uphold multilateralism, follow a people-centered approach, and focus on taking real actions.
This year marks the 20th edition of the Bled Strategic Forum, held under the theme "A Runaway World" on Monday and Tuesday. Established in 2006, the forum is organized by Slovenia's Ministry of Foreign and European Affairs together with the Centre for European Perspective. It brings together heads of state, policymakers, academics, and business leaders to discuss Europe's role in a rapidly changing global landscape.
