On the afternoon of March 25, 2025, the Boao Forum for Asia (BFA) hosted a panel discussion on "Global Free Trade Ports Development". LEONG Vai Tac, Former Secretary for Economy and Finance of the Government of Macao Special Administrative Region, attended the high-level dialogue, emphasizing that free trade ports must align with national requirements and regional dependencies to effectively fulfill their designated roles.
Mr. LEONG elaborated on the different approaches to policy acquisition in Hainan, Hong Kong, and Macau. He noted that Hainan focuses on securing policies from central government to support internal development, whereas Hong Kong and Macau leverage multilateral networks and international partnerships to secure external policies. He stressed that seamless internal and external connectivity can only be achieved through the coordinated integration of operations among Hainan, Hong Kong, and Macau.
Mr. LEONGexpressed his confidence in China’s “Patient Governance”. China's political system and governance framework demonstrate significant advantages, ensuring steady progress in the right direction.
Mr. LEONG underscored three key pillars: entrepreneurs, experts and the nation. According to him, the steady and progressive development of Free Trade Ports depends on in-depth dialogue with the entrepreneurs, enhanced communication across diverse platforms and alignment with national requirements.
