In Dabancheng District, situated on the wind-swept Gobi outskirts of Urumqi, a new era of green energy transformation is taking shape as China accelerates efforts to reach its carbon peaking and carbon neutrality goals.

The plan for developing a modern energy system during the 14th Five-Year Plan period (2021-2025) has set clear priorities: boosting the development and quality of wind and solar power, building a modern, clean and secure energy system, and creating new momentum for sustainable economic growth.

Energy Cluster Gathers Pace

Xinjiang, designated as a national strategic energy base, has been at the forefront of the country’s renewable energy push. Dabancheng, one of China’s earliest developers of wind power, has leveraged its rich wind and solar resources to build a synergistic industry cluster. Since the establishment of its first wind park in the 1980s, more than 30 major renewable energy companies—including state leaders like China Huadian Corporation, Goldwind Sci & Tech Co.,Ltd., and China Green Development Investment Group—have invested in the area. So far, over 50 large-scale wind and photovoltaic power stations have been constructed and put into operation in Dabancheng, forming an ecosystem where wind and solar complement each other.

As one of the pioneering enterprises born in Xinjiang, Goldwind embodies the region’s leading position in wind power development. By the end of 2024, the company’s global installed wind power capacity exceeded 135 gigawatts, with over 54,000 wind turbines operating worldwide, and has claimed the global No.1 spot for three consecutive years. Its achievements not only underline the global competitiveness of local firms, but also demonstrate how Xinjiang’s renewable industry has grown from a regional initiative into a contributor to international clean energy supply.

At Dabancheng’s test wind farm, more than 20 turbines with a combined capacity of 70000 kW are deployed as a demonstration site for advanced operation, equipment testing, and technical verification. Technologies pioneered by Goldwind—such as remote centralized control and intelligent fault early warning—have pushed local wind farms into the digital era. These practices illustrate how Xinjiang is applying Smart management tools to raise efficiency, reduce costs, and provide replicable models for renewable projects across the region.

Goldwind also maintains close partnerships with leading research institutes including the Institute of Electrical Engineering of the Chinese Academy of Sciences and Tsinghua University. Their joint projects focus on frontier applications such as hydrogen production via wind power and flexible direct current (DC) transmission, further boosting the efficiency and reliability of renewable sources. Their collaborations on frontier applications show not only the company’s innovation capacity, but also how Xinjiang is exploring cutting-edge solutions to enhance the reliability and scalability of renewable energy nationwide.

Smart Solar Operations on the Gobi

Not far from the advanced wind facilities, a striking honeycomb-style complex rises from the barren landscape. According to the company’s staff member Deng Kang, this is the Dabancheng Regional Operation and Maintenance Center for China Green Electricity Technology (Xinjiang), covering 6,000 square meters and reflecting the traditional architectural motifs of the region. The facility is a multifunctional hub for administration, staff dormitories, dining, and fitness.

达坂城区的戈壁滩上还屹立着一座蜂巢样式的独特建筑,这是新疆中绿电公司达坂城区域运检中心的综合楼。公司工作人员邓康向我们介绍到,这栋楼占地面积为6000 平方米,采以新疆传统蜂巢建设风格,高低错落,集结办公、宿舍、食堂、健身房等为一体。

Vast fields of solar panels, extending as far as the eye can see, surround the center. Gu Lei, deputy manager of the operation center, said that their solar panels in Dabancheng cover approximately 15,000 mu (1000 hectares), divided into 152 groups, with a combined installed capacity of 500,000 kW. The company has introduced state-of-the-art management tools, relying on artificial intelligence for smart inspection, drone monitoring, and robotic panel cleaning. All equipment is monitored from a unified data platform that aggregates real-time terminal data, automatically dispatches maintenance instructions, and assigns tasks—greatly improving both efficiency and accuracy.

综合楼旁是一眼望不到边的光伏板。据运检中心副经理顾磊介绍,公司在达坂城区铺设的光伏板共占地1.5万亩,可划分为152个方阵,装机容量达50万。在贯彻新发展理念方面,企业积极创新,借助人工智能等先进技术从原来的传统新能源场站向智慧化运维、智能化场站转变,从有人值守向少人值守和无人值守转变,最终实现高质量发展。目前无人机巡检与机器人清洗光伏板的方式也已投入运行,并构建统一的数据平台进行整合联动。与传统的人工相比,平台可对来自各终端的运行数据进行综合分析,自动分配任务指令,实现分工协同与智能调度,大幅提升巡检效率与设备维护的精准度。

“Compared to previous manual operations, the new system is more precise, reliable and safer,” said Li Xiangming, manager of the operation center. He added that AI-powered analytics and automated scheduling have enabled collaborative workflows and intelligent diagnostics, transforming traditional energy infrastructure into a smart operation model. This change not only boosts efficiency for the company, but also demonstrates how Xinjiang is upgrading its clean energy infrastructure through digital transformation.

Dabancheng is also exploring the wider value of its renewable infrastructure. The operation center is planned to be an education and outreach base, inviting primary and secondary school students from Urumqi for hands-on learning about new energy technology and sustainability. “There are also proposals to incorporate the district’s wind and solar sites into regional industrial tourism routes, strengthening ties between the energy sector, science education, and local tourism,” said Li.

产业升级的同时,达坂城也在探索清洁能源场站的复合价值。中绿电运检中心计划将建筑主体打造为研学科普基地,为乌鲁木齐市的中小学生提供新能源现场教育场景,增强公众绿色认知。“我们还计划风电场、光伏站点融入区域工业旅游线路,推动产业与文旅融合。”黎祥鸣介绍道。

The transformation of Dabancheng—from a windswept Gobi once described as a place “where stones run when the wind blows” to a corridor of clean energy and innovation—mirrors Xinjiang’s evolution as a whole. Xinjiang is shedding its image as a traditional energy heartland and embracing a new role as a powerhouse for China’s green revolution. The region’s renewable resources are rapidly shifting from a natural advantage to a new engine for high-quality development.

从“风吹石头跑”的戈壁滩到“风光满目”的新能源走廊,达坂城正以高质量发展为导向绘制绿色低碳转型新图景。随着国家“十四五”规划持续推进,新疆正从“能源大区”向“清洁能源大区”转变,新疆的清洁能源也正从“资源优势”变成“发展胜势”。

By scaling up wind and solar projects, fostering smart management, and pursuing integration with education and tourism, Dabancheng is not only ensuring regional energy security, but also making tangible contributions to China’s national goals for emissions peak and carbon neutrality.
