After living in Shenzhen for nearly a decade, I’ve seen firsthand how this city transformed itself from a manufacturing powerhouse into one of the most exciting hubs for innovation on the planet. But lately, something new is brewing — something that could take that transformation to the next level. I’m talking about the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone — or HTCZ.

When I first moved to Shenzhen nine years ago, the city already had a buzz. The pace of development was incredibly fast, and you could sense that something special was happening here. Back then, Shenzhen was already making a name for itself with hardware startups, thanks to places like Huaqiangbei. But what I’m seeing now with HTCZ is something far more ambitious — a vision not just for tech startups, but for world-class scientific research, cross-border collaboration, and a fully integrated innovation ecosystem.

It’s Shenzhen and Hong Kong joining forces to build a platform that could very well become the Greater Bay Area’s answer to Silicon Valley. Nestled right along the border between Shenzhen and Hong Kong, the Hetao zone spans two sides — 3.02 square kilometers in Shenzhen and another 0.87 square kilometers on the Hong Kong side. But this isn’t just a physical space; it’s a blueprint for the future.

这是深港联手构建的“大湾区新硅谷”。河套合作区横跨深港两地,由3.02平方公里的深圳园区和0.87平方公里的香港园区构成。其意义远超简单的物理空间叠加,而是一张面向未来的协同发展蓝图。

What makes HTCZ so unique is that it’s one of the first serious attempts to integrate Shenzhen’s rapid innovation culture with Hong Kong’s academic and financial strengths — all under the framework of “One Country, Two Systems”. In practical terms, this means smoother cross-border access, simplified administrative processes, and new policies designed to make it easier for talent, capital, and ideas to flow between the two cities.

In 2021, Shenzhen opened a comprehensive e-service station in the zone — kind of like a digital one-stop shop for startups and researchers — offering everything from business registration and tax services to cross-border vehicle permits. It’s the kind of forward-thinking infrastructure that turns policy into real-world results.

One of the most striking things about HTCZ is how much progress has already been made. As of November last year, thirteen specialized science and innovation parks were already up and running, covering a massive 800,000 square meters. These aren’t just empty buildings, either — they’re already home to over 200 high-end research projects. That’s dense, serious innovation.

These hubs are attracting top-tier talent from Hong Kong, Macao, and even overseas — many of whom see HTCZ as a place where they can actually turn ideas into reality.

Take, for example, a research team from the Hong Kong University of Science and Technology (HKUST) that applied for and received government funding to develop their breakthrough technology using AI to diagnose breast cancer much earlier, something that is very important to me, as three years ago I had breast cancer myself. Professor Chen of HK UST was so impressed by the geographical advantage and favorable policies of the HTCZ that he established a laboratory in the Hetao Shenzhen Park, that allows them access to Shenzhen’s abundant resources.

Then there’s Lu Wei from Shenzhen HeYi Precision Intelligent manufacturing company limited, a robotics technology company, who in 2023 settled in Hetao due to Heato’s experience in promoting businesses overseas. Mr Lu stressed how the policy guidance and support from the Hetao development authority has been invaluable to his company’s development.

For young entrepreneurs from Hong Kong and Macao, this place is a game-changer. The local governments have launched detailed support packages covering everything from housing and tax breaks to R&D grants and business mentoring. It’s not just talk — HTCZ has attracted more than 200 high end projects, 447 tech companies, and over 15,000 scientific and research talents from across the world.

对港澳青年创业者而言,这里更是一片热土。两地政府推出涵盖住房补贴、税收减免、研发资助和创业辅导的全方位支持政策,而实效显而易见:河套已汇聚200余个高端项目、447家科技企业,吸引全球超1.5万名科研人才。

And let’s not forget the upcoming San Tin Technopole, part of Hong Kong’s Northern Metropolis plan. At 627 hectares, this future tech town will be directly connected to HTCZ, making the area an even more powerful engine of innovation. It’s not hard to imagine the entire border area evolving into a massive “innovation superhub” in the next few years.

Now, as someone who’s covered tech from both inside China and internationally, I think it’s important to step back and look at the bigger picture. While Western media often focuses on stories of decoupling or rivalry, what I see here is something far more constructive — a real model for cross-border cooperation that’s working. Shenzhen brings its speed, scale, and execution. Hong Kong contributes its universities, global connections, and international business environment.

HTCZ is proof that when cities in China work together — even under different administrative systems — the results can be remarkable. It also reflects China’s shift toward self-reliance in core technologies. By building up homegrown R&D capabilities, attracting global talent, and facilitating the commercialization of research, the country is setting the stage for the next wave of high-tech breakthroughs. HTCZ is not just a zone on a map — it’s a microcosm of China’s broader ambitions in tech.

河套合作区证明了中国城市即使在不同制度下协作也能创造卓越成果,也折射出中国在核心技术领域走向自主创新的决心。通过培育本土研发能力、汇聚全球人才、加速科研成果转化,这里正在孕育下一轮高科技突破。它不仅是地图上的一个区块,更是中国科技雄心的缩影。

It’s still early days, of course. There will be challenges — talent competition, and the delicate balancing act of cross-border regulation. But the momentum is real. The infrastructure is in place. The policies are maturing. And most importantly, the people — from young startup founders to seasoned researchers — are already showing up.

当然,挑战依然存在:人才竞争、跨境监管平衡……但势头已起:基建就位、政策完善,更重要的是——从初创者到资深学者,实干家们正于此集结。

For anyone watching the future of technology, this place deserves your attention. Not just because of what’s being built, but because of how it’s being built — with collaboration, openness, and long-term vision at its core.

2023年8月8日,国务院印发《河套深港科技创新合作区深圳园区发展规划》,明确深港科技创新开放合作先导区、国际先进科技创新规则试验区、粤港澳大湾区中试转化集聚区三大发展定位,提出打造世界级科研枢纽的发展目标。
