On June 6, BFA International Forum on Science, Technology and Innovation Forum 2025 Hong Kong Conference successfully held a session of “Innovation Clusters: Promoting the Integration of Innovation Chain and Industrial Chain”. The session was featured by an impressive line-up of panelists including Mr. Bateer, Executive Vice Governor of the Hainan Provincial Government, Mr. Andrew STAINES, Assistant Director General, World Intellectual Property Organization (WIPO), Ms. Lillian CHEONG, Under Secretary for Innovation, Technology and Industry Bureau of Hong Kong, Mr. LIN Yiwen, Vice President of South China University of Technology and Mr. Carl FEY, Professor of Strategy, BI Norwegian Business School. The session was moderated by Mr. LEONG Vai Tac, Former Secretary for Economy and Finance of Macao Special Administrative Region, China; Executive Chairman of International Science and Technology Innovation Forum (ISTIF).
Panelists highly affirmed the vital role played by the Shenzhen-Hong Kong-Guangzhou science and technology cluster in spearheading technological innovation, as well as the unique advantages of Hong Kong within the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). Mr. Bateer stated that as a globally top-tier international financial and trade hub, Hong Kong has accumulated valuable experience and wisdom in areas like institutional openness and innovation transformation. Its international operation models and the open, inclusive ecosystem hold significant reference value for Hainan Province in developing new quality productive forces tailored to local conditions, transforming its development model, and enhancing its development capacity. He emphasized that Hainan Province could learn from Hong Kong’s experience in three areas to deepen practical cooperation: institutional openness, technological innovation, and hub construction. Mr. Andrew Staines shared data indicating that the number of start-ups in Hong Kong has now reached four times pre-pandemic levels, with continuous growth in R&D investment. Awareness of intellectual property protection has significantly increased among the public, and more young people are engaging in technological innovation.
Panelists believed that the key to deep integration between the innovation chain and the industrial chain lies in cracking the hard nut of translating scientific and technological achievements and achieving revolutionary technological breakthroughs. Ms. Lillian CHEONG argued that Hong Kong plays a crucial role in building an entrepreneurial cluster within the GBA. It fully leverages the synergistic effects of regional advantages, increases investment in cutting-edge next-generation technologies, fosters future industries, and combines domestic and global strengths through policy innovation to achieve cross-border collaboration. Mr. Lin Yiwen noted that China is vigorously promoting the deep integration of technological innovation and industrial innovation. The foundation of this integration lies in increasing the supply of high-quality technology, and the pathway is promoting the translation and application of scientific and technological achievements. Through years of effort, South China University of Technology (SCUT) has established a technology achievement translation system centered in Guangzhou, radiating throughout the entire GBA.
Panelists also shared views on the impact of tariff wars on global innovation chains, industrial chains, and supply chains. Mr. Carl Fey said that every country possesses unique resources and advantages, and thus industries best suited to its own development. If tariff wars and trade protectionism continue to worsen, many countries will be forced to develop industries they are not proficient in. Mr. Andrew Stains pointed out that countries today are highly interconnected, with 70% of global manufactured goods relying on global supply chain collaboration. The key to navigating current uncertainties lies in building a robust innovation system and fostering a sound, flexible innovation ecosystem.
The world is currently undergoing a new round of technological revolution and industrial transformation, with industrial and supply chains facing restructuring. Leveraging its unique geographical advantages and institutional innovation vitality, the GBA has become a crucial engine for innovation and development in China and globally. The in-depth discussions at the session not only provided new ideas for building the GBA’s innovation cluster but also contributed “Oriental wisdom” to the stable development of global industrial chains amidst complex circumstances.
