Provincial leaders Wu Guiying, Xie Weijiang, Wang Yiguang, Zhang Yingchun, Qin Guowen, Li Jianzhong, Zhou Haibing, and Cao Zhiqiang, as well as Chen Wenjian, deputy secretary of the Party committee, executive director, and president of the China Railway Group Limited, were present.

A total of 114 industrial development and sci-tech innovation projects started construction, with a total investment of 124.4 billion CNY, highlighting the "4×4" modernized industrial system construction. They are the major investment attraction projects such as the ultra-large LCD modules in Xiangtan and the multiplication, transformation, and upgrading projects such as the extra-large diameter seamless steel tubes and pipes of the Hengyang Valin Steel Tube Co., Ltd.

Seventy-one newly-started infrastructure projects worth 122 billion CNY focus on the enhancement of infrastructure capacity, including the Changsha-Anhua section of the Changsha-Jishou Expressway, Tongren-Jishou High-speed Railway, Yuezhou 2×1 million kW coal-fired power generation in Yueyang, and other major projects to shore up weak links, strengthen foundation, and benefit the long-term development.

A total of 15.8 billon CNY are injected to 49 public livelihood projects, focusing on urban village renovation, elderly and child care, medical care and education, and other areas of the people's concern.

Twenty-five ecological and environmental protection projects of watershed management, ecological restoration, harmless treatment of garbage and sewage, and waste utilization start construction, with a total investment of 8.4 billion CNY.

Among the completed projects, there are 69 industrial development and sci-tech innovation ones with a total investment of 197.2 billion CNY, which are mainly concentrated in such fields as advanced manufacturing, advanced materials, food and medicine, modern agriculture, and national key laboratories and innovation platforms, as well as iconic projects such as the Zhuzhou CRRC dual-carbon industrial base. Eight infrastructure and public livelihood projects worth 47.7 billion CNY have been completed, including the expansion of the Yiyang-Changde Expressway, expansion and upgrading of the Chang'an Yiyang Power Plant 2×1 million kilowatts power generation, and other major transportation and energy projects.
