人才是第一资源,创新是第一动力。欠发达地区要加快发展,一定要高度重视人才和创新问题。下面,就人才引进方面谈几点不成熟建议,供有关部门参考。
第一,建议更加注重引进自然科学类人才,对于社会科学类人才,建议要更多从激活本地人才要素方面考虑。自然科学与社会科学有一个重要的区别是,社会科学是一个更注重社会实践的科学。对社会科学而言,阅历就是学历,而且是更重要的学历。所以,对于社会科学类人才水平评价,需要更多考虑其社会阅历和社会实践问题,而不是文凭问题。由于本地的社会科学类人才必然更熟悉本地社会经济情况,所以对于社会科学类人才,应更注重激活本地人才要素和发挥好本地人才作用。
第二,引进的人才应重点用在科学研究和技术开发方面,而不是用在行政管理方面。用在行政管理方面,有两大方面的不足。一是不符合效率原则。由于引进的人才优势多在科研方面,对管理未必擅长,让其从事行政管理工作,不仅浪费了人才本身的资源优势,而且也降低了社会管理效率,最终害己害社会。二是也不符合公平原则。对原有一些工作年限长的老同志也是一种积极性的打击。工作几十年,还不如花几年时间读一个文凭效果好。
第三,引进后,要更加注重实际业绩的考核。是不是真正的人才,要能经受住实际工作的检验。有些人才虽然学习能力很强,考试成绩很优秀,文凭也可能很高,但未必创新能力和科研能力很强。为此,需要引进的各单位要进一步完善引进人才业绩考核制度。要把人才引进待遇和人才业绩有效捆绑起来。业绩越突出,享受待遇应越好。业绩一般,享受待遇也应一般。业绩差,享受待遇也应差。
第四,要防止引进人才中的腐败问题。一是把引进人才作为领导的形象工程,只图引进之名,不图引进之实。二是所谓引进,其实是引进自己的关系户,比如引进领导的乡党或亲戚等,然后进行利益分割,最终是花公家的钱,给领导自己和关系户谋利。
第五,引进人才还有一个和本地人才待遇的平衡问题。若存在严重不平衡,还会引致许多矛盾。
第六,从总的情况看,立足长远考虑,欠发达地区在人才问题上需要更加注重激发存量部分人才动力问题。对欠发达地区而言,由于经济落后,收入水平低,财力有限,对外部人才的吸引力必然长期缺乏,人才增量部分的动力必然长期不足。如何解决,欠发达地区应在激活本地人才存量上下更大功夫,这样投入产出效果会更好。靠别人不如靠自己。自力更生,艰苦奋斗,应是主要的选择。把自己已有的人才用好,发挥最大效益,是长远有效之策。
