TEL AVIV—Israeli soldiers fired warning shots near a large group of diplomats from Europe, the Middle East and Asia who were touring the West Bank city of Jenin, sparking criticism from participating countries at a time when Israel faces growing pressure to end the war in Gaza.

Video from the incident showed diplomats, their staff and Palestinian Authority personnel running for cover and into their vehicles amid the shooting. They were near the entrance to Jenin’s refugee camp, where Israeli forces have been carrying out a monthslong operation that has emptied the area of its residents.

The incident comes at a time of rising tension between Israel and many of the countries with diplomats present at the event, due to their criticism of Israel’s war in Gaza. Many of the countries called the incident serious and demanded an immediate investigation by Israel.

The tour was organized by the Palestinian Authority. There were diplomatic representatives from roughly two dozen countries on the tour, including Egypt, Jordan, Spain, France, the U.K. and Canada, according to the Authority.

European Union foreign policy chief Kaja Kallas said the military had fired “warning shots” at the group and said that “any threats on diplomats’ lives are unacceptable.” She called on Israel to investigate and hold those responsible accountable.

Representatives of France and Italy said Israel’s ambassadors to those countries would be summoned for a clarification of the incident.

The Israeli military said the diplomatic delegation had strayed from an approved route in an active combat zone.

“IDF soldiers operating in the area fired warning shots to distance them away,” the military said.
