游客在泰国被导游威胁“让你回不了国”,中使馆通报

近日,泰国导游强制消费威胁游客一事引发关注。 10月14日晚,中国驻泰国大使馆发布《关于中国游客在泰旅游涉导游事的提醒》。

The Chinese Embassy in Thailand issued a notice on Tuesday warning Chinese tourists following reports of coercion during group tours.

提醒全文如下:

近日,网上流传一段中国游客在泰国旅游时被威胁购物的视频。我馆高度重视此事,即向泰旅游警察局及旅游局核实了解相关情况。据泰方核实,该导游持中国护照,在泰无导游资质。其企图逼迫游客购物并通过游客消费获取提成,泰方已对涉事旅行社进行调查追责。

驻泰使馆再次提醒广大来泰游客,切勿相信“低价游”,参团游请选择有出境游经营资质、信誉良好的正规旅行社和质价相符的旅游产品,签订正规合同。根据泰有关法律,不允许外国公民在泰从事导游职业。如遇纠纷,请理性维权,保留证据,并及时拨打泰国旅游警察热线1155或使馆领保电话02-245-7010求助。

The notice came after a video circulated online showing Chinese travelers being pressured into shopping. Thai authorities confirmed that the tour guide, a Chinese national without proper certification, forced tourists to shop in order to earn commissions. The travel agency involved is under investigation.

The embassy advises tourists to avoid low-cost tours, choose licensed and reputable agencies, sign formal contracts, and remember that foreigners are not legally permitted to work as tour guides in Thailand. In disputes, tourists should remain calm, preserve evidence, and contact the Thai tourist police at 1155 or the Chinese embassy at 02-245-7010.

据三湘都市报此前报道,有网友发视频称,在泰国旅游遭遇强制消费,导游态度嚣张,用中文威胁游客“不消费就让你回不了中国”“到了免税店让你上不了车”等,还手指拍摄者要求“把视频给我删了”。

On Monday, a video showed the guide, identified as Li Hai, threatening tourists in Chinese, stating that they "wouldn't return to China" or "miss the bus at the duty-free shop". The video also showed Li demanding the footage be deleted.

事件曝光后,泰国国家旅游局表示将严肃处理涉事导游和旅行社。泰国旅游警察第一局代理局长颂差亲自带队调查。

目前,涉事导游已被泰国警方逮捕,他承认因游客购物太少无法获得回扣而恐吓游客。此外,涉事旅行社的两名负责人也因非法从事导游行业工作被捕,面临最高2年监禁和50万泰铢(约10万元人民币)的罚款。

Following the video's exposure, Thai authorities took strict action. Li Hai admitted to intimidating tourists over insufficient spending. Two managers of the travel agency were also detained for illegal tour guide work, facing up to two years in prison and fines of 500,000 baht (about 100,000 RMB).

据介绍,该名导游叫李海,是中国籍公民,无合法导游证,长期在泰国非法执业。他被曝通过低价旅行团吸引游客,行程中频繁安排购物点并收取回扣,还曾对不消费游客采取言语威胁、限制人身自由等手段。

2018年,李海也曾因辱骂游客、强迫购买乳胶枕被泰国警方逮捕,涉事旅行社的泰籍负责人同时被拘。

Li Hai had previously been detained in 2018 for forcing tourists to shop, along with the agency's Thai manager.

针对此事,律师作出解读:根据中国《旅游法》规定,游客有权拒绝强制消费,该导游行为已违法。若中国公民在外国旅游安全受到威胁,可向当地大使馆反映。
