China has issued its first digital vaccination certificate for foreigners.

On March 25, Sufyan Shomokh Marwan Sufyan from Yemen successfully applied for China’s first-ever digital vaccination certificate for foreign nationals through the "Zheliban" app at the Jiangdong Community Health Service Center in Yiwu, Zhejiang Province. The certificate was issued for his one-year-old daughter.

3月25日，来自也门的苏菲安·绍穆赫·马尔万·苏菲安在浙江省义乌市江东社区卫生服务中心，通过“知苗宝”应用成功申请了中国首张外国人数字疫苗证书，该证书是为其一岁的女儿申请的。

"The application process was fast and efficient. I can check my child's vaccination records in real time via my phone, and all steps during vaccination are completed by scanning a QR code—no paper documents are needed. The certificate is valid for online vaccination appointments across Zhejiang and can also be used for school and daycare enrollment verification, making it highly practical," Sufyan said.

“申请过程快速高效。我可以通过手机实时查看孩子的接种记录，接种过程中所有步骤都通过扫描二维码完成，无需纸质文件。该证书在浙江全省范围内可用于在线预约接种，也可用于入学和入托验证，非常实用，”苏菲安说。

As a global trade hub, Yiwu is home to approximately 29,000 foreign residents from over 100 countries and regions. This initiative upgrades the electronic vaccination certificate from a local pilot to an internationally accessible service, filling a gap in digital immunization management for foreign residents in Zhejiang.

According to Lou Xiaoming, Deputy Director of the Zhejiang CDC, differences between domestic and international vaccines have made it difficult to integrate foreign immunization records into China's existing tracking system. Zhejiang authorities have adapted the system to support international vaccine data collection and processing, enabling intelligent tracking and preventing missed or duplicate vaccinations.

据浙江省疾控中心副主任楼晓明介绍，国内外疫苗差异导致外国免疫记录难以融入中国现有追踪系统。浙江已调整系统以支持国际疫苗数据收集和处理，实现智能化追溯，防止漏种或重复接种。

Previously, foreign nationals in Zhejiang could only access vaccination services in person, facing challenges in record-keeping and verification. With the introduction of the digital vaccination certificate, they can now access a full range of online services, including record inquiries, appointment booking, and school enrollment verification. The system also integrates with in-person services, streamlining registration, vaccination, and post-vaccination observation, significantly improving the vaccination experience for foreign residents in the province.

此前，浙江的外国居民只能亲自接种疫苗，面临记录保存和验证的挑战。随着数字接种证书的引入，他们现在可以享受包括记录查询、预约接种和入学验证在内的一系列在线服务。该系统还与线下服务整合，简化了登记、接种和接种后观察流程，显著提升了省内外国居民的接种体验。
