一、严守值班值守规定,筑牢安全责任防线
I. Strictly Abide by watchkeeping Regulations and Consolidate the Defense Line of Safety Responsibilities
1.强化航行值班:驾驶台须严格按照公约、法规和管理公司要求安排值班人员,船舶密集区、渔区等复杂水域应增派瞭望人员,确保任何时候值守力量充足。值班交接时,须明确告知周边船舶动态及安全风险点,避让行动完成并驶过让清后再交接。
1.Strengthen watchkeeping on voyages: Ships must strictly follow the international conventions, lows and regulations of the flag state and requirements of the management company to arrange the watch personnel. In complex waters such as densely trafficked areas and fishing zones, additional lookout personnel should be assigned to ensure adequate personnel are on duty at all times. During the handover of duties, the dynamic information of surrounding ships and safety risk points must be clearly informed. After the avoidance operation is completed and the area is cleared, the handover can be carried out.
2.规范停泊锚泊值守:停泊、锚泊船舶应确保24小时有人值班,定期巡查船舶及周边环境,监测气象与船舶动态,并做好应急准备,以保障船舶及周边水域安全。
2.Standardy mooring and anchoring watchkeeping: For ships at anchor or in port, there should be 24-hour on watch . Regular inspections should be conducted of the ship and its surrounding environment, monitoring of weather conditions and ship movements should be carried out, and emergency preparations should be made to ensure the safety of the ship and the surrounding waters.
3.保障通信畅通:确保甚高频无线电话等通信设备24小时正常值守,密切关注海事部门发布的航行警告、气象预警等信息,遇突发情况第一时间响应。
3.Ensure smooth communication: Ensure that communication equipment such as VHF radio telephones are in normal operation 24 hours a day. Closely monitor information such as navigation warnings and weather alerts issued by maritime authorities. Respond immediately in case of any emergencies.
二、聚焦防碰撞核心,落实全流程防控措施
II. Focus on the Core of Collision Prevention and Implement Whole - process Prevention Measures
1.Precise pre-departure assessment: Conduct voyage risk assessment before departure, focusing on the distribution of fishing grounds and high-risk warning areas for ship-collision incidents. Scientifically formulate navigation plans to avoid areas with dense fishing boats, and prioritize the use of recommended routes. Conduct comprehensive checks and tests of equipment such as radar, electronic nautical charts, and ship automatic identification system (AIS) to ensure their optimal condition.
2.事中主动避让:进入渔区立即将自动舵切换为手操舵,采用视觉、听觉等一切手段保持正规瞭望,尽可能与渔船保持1海里以上安全距离。遵循“早、大、宽、清”避让原则,通过VHF16频道提前呼叫渔船,无应答时立即采取减速、转向等避让行动,必要时鸣放声号、闪烁信号灯警示。夜间航行需特别警惕未按规定显示号灯、开启AIS的锚泊渔船,防范渔网网位仪对导航设备的干扰。
2.Active avoidance during the event: Immediately switch the autopilot to manual control when entering the fishing area. Use all means such as vision and hearing to maintain proper lookout. Try to keep a safe distance of more than 1 nautical mile from the fishing boat. Follow the "early, large, wide, clear" avoidance principle. Call the fishing boat on VHF channel 16 in advance. If there is no response, immediately take avoidance actions such as reducing speed and turning. In case of necessity, sound signals and flash the signal lights for warning. During night navigation, be particularly vigilant of fishing boats that do not display lights as required or have AIS turned on while at anchor, to prevent interference from the fishing net positioning instrument to navigation equipment.
3.事后规范处置:若碰撞不可避免,应降低船速减少损伤;事故发生后立即停船开展人命救助,严禁擅自驶离现场,并通过应急电话等立即向就近海事机构报告详情。
3.Post-collision handle procedures: If a collision is inevitable, reduce the ship's speed to minimize damage; immediately stop the ship after the accident to carry out rescue operations for lives. It is strictly prohibited to leave the scene without authorization, and immediately report the details to the nearest maritime authority through emergency phone calls, etc.
三、强化综合安全管理,严守风险底线

1.做好危货管控:载运危险货物的船舶须严格落实积载隔离要求,严禁瞒报谎报行为,及时检查应急器材并确保可用。
1.Ensure proper control of hazardous goods: Ships carrying hazardous goods must strictly adhere to the loading isolation requirements, strictly prohibit any concealment or false reporting, and inspect emergency equipment in timely manner to ensure its availability.
2.防范恶劣天气:密切跟踪台风、强对流等气象预警,提前制定防抗预案,落实防台要求,必要时及时择地锚泊避险。大风浪天气降低航速,加强瞭望以防范雷达盲区中的渔船。
2.Guard against severe weather: Closely monitor weather forecasts for typhoons, severe convection and other severe weather. Formulate prevention and response plans in advance, implement anti-storm requirements, and if necessary, promptly anchor in a safe location to avoid danger. In strong wind and wave conditions, reduce the speed of the ship, enhance lookout to prevent fishing boats from entering the radar blind zone.
3.加强应急准备:按规定组织救生、消防、弃船等应急演练,确保救生艇筏、消防器材等设备完好有效,提升船员自救互救能力。
3.Strengthen emergency preparedness: Organize emergency drills such as life-saving, fire-fighting, and abandoning the ship in accordance with regulations. Ensure that lifeboats and rafts, as well as fire-fighting equipment, are in good condition and functioning properly, and enhance the self-rescue and mutual rescue capabilities of the crew.
