各位好友同道大家好，難掩激動興奮與各位分享。昨晚（4/9）剛剛收到美國母校印第安納大學的公共與環境事務學院(O’Neill School of Public and Environmental Affairs)院長寄來的2025年美國新聞與世界報導（US News and World Report)發佈的公共事務領域排名。半世紀前（1971年）仍較年輕的O’Neill School與另一所一戰後即成立的美東傳統名校並列全美（也大概就是全球）第一。

回首1980年赴美與1987年返台的碩士與博士修習，並在人生不同階段開創的中山公事所（1992年），高雄都發會（1994年），中華公事學會（1998年），以及眼前謀求南台灣轉型提升與突破兩岸困境僵局的孫文南院（2016年）衝刺中，可謂歷歷在目恍若昨日。其中包括了由商學院進入公共事務博班（1982年）的機緣巧合（成為O’Neill School 第一位進入與畢業的中國人），對於此領域在南台灣為主的探索實踐（已在2020年6月的退休茶會中與公事所師生與高雄朋友整理分享）。以至如今仍然心心念念奔走兩岸的感想心得，可以簡單解讀為，如同企業管理可謂資本主義的實踐操作，公共事務乃係社會主義或謂三民主義的實踐操作，原本應該成為台灣在引領兩岸乃至全球華人地區該走的路。

二戰後的兩岸形成近現代全球人類兩種主要發展模式的對照比較，原本台灣領先，然而大陸後來居上，盱衡大局台灣經驗當然寶貴。一方面清楚說明在1980年代末優勢條件具備下照搬西方民主選舉的不盡適切，二是讓許多基層聲音觀點意識呈上檯面，縱使短期手忙腳亂，然而長遠來說還是比較健康的，三是有效地縮短了兩岸的發展差距，利於整體的融合統整，然而遺留至今的就是眼下魚躍龍門前的嚴肅考驗。除了政治層面的選舉考量與主權調和，以及經濟層面的所得財富與就業機會之外，對於大多數的一般民眾而言，切身有感的城市地區民生發展應該才是硬道理，這些也就是網上隨手可查，然而在實際經驗中仍待釐清平衡擺脫紛擾的公共事務內容範疇。

返台南下高雄的觀察體驗與迄今努力當然也是緣分，不然不會深刻認識到社會條件與發展階段對於不僅城市地區，乃至有如當前的南台灣已然作為內因不僅決定台灣與兩岸，甚而糾結外因成為牽動區域穩定與半個地球的關鍵癥結。如此結構僵固的政府與市場雙皆失靈下的公民社群自發努力，難得挹注了書本未必有的學術生涯源源養分沒交白卷，以接續經濟產業圍繞永續的環境與社會，連結兩岸民生發展的城市地區課題案例，充分把握跨越領域議題導向的初衷定位，而今已然完成了數本著作。計有「公共事務管理概論」的主要教科書，「公共事務研究方法」（大陸書名「公共管理實用分析方法」）的主要工具書，「判斷決策與公共事務」的理論基礎書，「互動管理」與「公共價值」的操作應用，「環境治理」與「倫理與衝突」的鮮明主題，以及「南南合作與兩岸融合」的嘗試探索。預計今年努力完成計劃中可能是最後一筆的功課，作為教科書的「健康治理與公共事務」。此外就是在身處全球變動與兩岸危機的眼前情勢下，秉持「事貴眾知行」的理念初心，繼續前行退而不休，包括高層地區層面的經社融合南南合作，基層社群層面的協商民主互動會議，與中層承上啟下的百工百業寬泛參與。

Bloomington的優美校園與磨練養成，南台灣的原初率真與民智漸開，全球大勢的東升西降與由剝而復，都在眼前一一閃過。方向是清楚的前景是光明的，只是真的尚未成功仍須努力，長期慣性耕耘播種的腳下每一步已成規律習慣，這樣的平淡人生倒也是充實無憾。

The latest U.S. News and World Report rankings of best graduate schools for public affairs were released today, and I am excited to share the exceptional news that the O’Neill School has maintained our top spot among public schools in the country. These rankings mark the 13th consecutive year O’Neill Bloomington has occupied one of the top two positions in the overall Masters of Public Affairs category. O’Neill Indianapolis also has much to celebrate, climbing in the rankings three spots this year to No. 36.

Moreover, our overall ranking places the O’Neill School higher than other historically elite institutions such as Harvard, Princeton, and Carnegie Mellon.

At the O’Neill School in Bloomington, we maintained more No. 1 specialty rankings than any other school, ranking top in environmental policy and management, nonprofit management, public finance and budgeting, and public management and leadership, and eight are ranked in the top 10 nationally. Additionally, the O’Neill School in Indianapolis proudly boasts four specialties ranked in the top 20.

There are numerous other positives to note in the rankings. For example, no other institution had more than two specialties ranked in the top spot in their respective categories. Furthermore, the O’Neill School is once again the only school in the country to hold the top two spots in a single specialty ranking, with O’Neill Bloomington securing the No. 1 placement in nonprofit management and O’Neill Indianapolis taking the No. 2 spot.

We’ve further been recognized for our strength in a host of other fields.
