The “Going Global” Service Center (hereinafter referred to as the “Center”) of FLO is established in response to the demands of globalization. It has built a close and collaborative service network with overseas law firms, lawyers, and consulting institutions. The Center is committed to providing Chinese enterprises with comprehensive, one-stop foreign-related risk management services, encompassing legal advisory, regulatory interpretation, and co-investment in overseas projects. The Center works hand-in-hand with enterprises, sharing both benefits and risks.

1、涉外法律咨询

For specific non-litigation foreign-related legal issues raised by clients, we provide tailored analysis and solutions, delivering precise legal opinions and recommendations. Our services cover company formation, contract drafting and review, cross-border transactions, and compliance management, ensuring the legality of clients’overseas operations.

针对客户提出的境外诉讼类业务，提供可供对接的可靠的当地合作律所与律师，协助客户在境外进行维权与应诉。

For overseas litigation matters, we connect clients with reliable local partner law firms and lawyers, assisting them in safeguarding their rights and responding to legal proceedings abroad.

二、中心内设三大核心部门协同运作。

The Center has three core departments working in synergy.

1、芙蓉“走出去”投资基金（筹）（以下简称“基金”）

FLO“Going Global” Investment Fund (preparatory)(hereinafter referred to as the “The Fund”)

基金由芙蓉律所发起，以中国内地有限合伙企业/中国香港公司的形式注册并运营，基金将接受有“走出去”意愿并致力于海外发展的律所、律师和企业、个人的投资，投资方向主要有两个，其一为芙蓉境外合作办公室，其二为由芙蓉境外合作办公室服务、落地的境外项目。

The Fund will be established by FLO and registered as either a limited partnership in mainland China or a company in Hong Kong, China. It will welcome investments from law firms, individual lawyers, enterprises, and individuals seeking to expand internationally. The Fund's primary focus will be on two key investment areas: 1) the creation of the FLO Overseas Cooperation Office, and 2) the development and implementation of overseas projects facilitated through this office.

基金投资人将能以优惠价格享受芙蓉境外合作办公室所提供的全面境外服务（具体请参考境外办公室服务清单），同时，他们还将有机会深入了解更多出海项目，并在项目有募资需求时享有优先投资机会。

Investors in the Fund will be entitled to preferential access to the comprehensive overseas services provided by the FLO Overseas Cooperation Office (see service list for details). They will also gain in-depth insights into overseas projects and enjoy priority investment opportunities when such projects seek fundraising.

2、涉外法律研究院

Foreign-Related Legal Research Institute

围绕芙蓉律所涉外业务发展规划，吸纳所内涉外研究员，进行涉外法律研究，为律师及企业提供学术资源与智库支持，并激励研究院主动开展涉外业务推广活动，与海外律所、律师及咨询机构携手共建“合作办公室”。

Focusing on FLO’s international business development strategy, the Institute recruits Legal Researchers specializing in foreign-related legal issues, conducts international legal research, and provides academic resources and think-tank support for lawyers and enterprises. The Institute also takes the initiative in promoting international legal services and works with overseas law firms, lawyers, and consulting institutions to jointly establish “Cooperation Offices.”

法律研究院内设“专家委员会”和“法律翻译社”。专家委员会系聘请的国内高校教授、企业高管等，作为智库，为律所的涉外法律研究、涉外业务研究提供专业建议和指导。法律翻译社则为客户提供各项法律文件的专业、严谨的翻译服务。

The Institute operates two specialized divisions: the Expert Committee and the Legal Translation Agency. The Expert Committee, composed of professors from leading universities and senior corporate executives, functions as a think tank, offering professional advice and guidance for international legal and business research. The Legal Translation Agency provides clients with professional and rigorous translation services for various legal documents.

3、境外合作办公室

FLO Overseas Cooperation Office

芙蓉将与境外律所、律师、咨询机构建立合作关系，设立境外合作办公室，为出海企业提供出海“最后一公里”所需要的当地市场调研、企业注册地址与共享办公、高管招聘等落地服务，以及，由芙蓉律师与境外合作办公室共同为企业出海提供长期需要的法律咨询、合规咨询、规则解读服务。

FLO will establish partnerships with overseas law firms, lawyers, and consulting institutions to set up Overseas Cooperation Offices. These offices provide enterprises going abroad with the critical “last-mile” services, including local market research, corporate registration and shared office facilities, executive recruitment, and other on-the-ground support. In addition, FLO’s lawyers, together with the Overseas Cooperation Offices, will deliver long-term services in legal advisory, compliance consulting, and regulatory interpretation to support enterprises in their global expansion.
