This year, Hunan Province has vigorously seized the opportunities of the national policies on implementing major national strategies and building security capacity in key areas, as well as implementation of large-scale equipment upgrades and consumer goods trade-in programs. It has focused on overall planning of crucial projects, accelerating construction of key projects and achieving effective results.

The Hunan Commission of Development and Reform announced on December 23 that, the annual tasks of the provincial key construction projects have been fulfilled one month ahead of schedule, which is conducive to stabilizing investment and economic growth.

In 2023, Hunan has implemented 395 provincial key construction projects, with a total investment of 2.3185 trillion CNY and an annual planned investment of 468.08 billion CNY. In the first 11 months, 481.66 billion CNY has been invested in construction projects based on visual progress, accounting for 102.9% of the annual plan; and, 112 of 131 newly-planned projects have been launched.

The investment in 238 industrial projects amounted to 212.46 billion CNY, 114.6% of the annual plan. Among them, ten major industrial projects have progressed at a faster pace. Five projects—substrate glass of the Hunan Shaohong Special Glass Co., Ltd., cold-rolled silicon streel of the Hunan Valin Lianyuan Iron & Steel Co., Ltd., passenger cars and battery of the Geely New Energy, Hengyang Green Low Carbon Salt and Alkali Industrial Base, and new energy power and energy storage industrial base—have fully completed their annual investment plans. Four projects—Yueyang ethylene refining-chemical integration, GAC AION new energy vehicles, modern logistics of ZTO Air Cargo Transport, and MLCC project of Yiyang Wunway Communication—have fulfilled over 90% of their annual investment targets.

The investment in 124 infrastructure projects reached 210.7 billion CNY, taking up 96% of the annual plan. Ten major infrastructure projects have been accelerated. Five projects—Ningxia-Hunan UHV DC project, new electric power system, intermodal transport system capacity improvement, high-standard farmland, and Changsha-Zhuzhou-Xiangtan logistics hub—have overfulfilled their annual investment plans. Three projects—Changsha airport renovation and extension, water conservancy hubs, and new infrastructure construction—have accomplished over 80% of their planned investment of this year. 

Meanwhile, the investment in seven ecological and environmental protection projects and 26 projects related to people's livelihood reached 6.03 billion CNY and 52.47 billion CNY, respectively 104.2% and 91.2% of the annual plans.

This year, Hunan has laid out preliminary work for 48 provincial key projects, with a total investment of 644.29 billion CNY. Among them, the feasibility study reports of Yongzhou-Qingyuan-Guangzhou and Yiyang-Loudi high-speed railways have been submitted for approval; the Huanghua Airport-Liuyang section of Changsha-Liuyang Inter-city (suburb) Railway has begun construction; the second phase of the Dongting Lake Area key dyke consolidation project has completed feasibility assessment process; and, Tongren-Jishou Railway will begin construction on December 26.
