On Nov. 12 local time, the 30th Conference of the Parties (COP30) to the United Nations Framework Convention on Climate Change (UNFCCC) opened in Belém, Brazil. During the conference, under the guidance of the International Mangrove Center and the Planning and Natural Resources Bureau of Shenzhen Municipality, ICLEI – Local Governments for Sustainability hosted a Shenzhen-themed special session titled “Blue Carbon for a Greener Future, Mangroves for Shared Prosperity.” Held at the COP30 Cities Pavilion in Parque da Cidade, Belém, the event showcased Shenzhen’s innovative practices and cooperative vision in blue carbon development through experience sharing, achievement releases, and dialogue with the international community.

红树林是国际认可的三大滨海蓝碳生态系统之一。近年来,深圳坚定践行“绿水青山就是金山银山”理念,深入推动开展“红树林+”行动,积极探索构建红树林生态产品价值实现的全新机制。

2023年9月,深圳完成了中国首单红树林保护碳汇拍卖,成交价相当于68美元/吨,刷新了当时中国碳汇市场的最高单价。此举将红树林的固碳价值转化为实实在在的经济收益,实现了“绿水青山”与“金山银山”的双向良性转化。去年以来,深圳蓝碳模式还相继在广东恩平市、台山市推广,探索了一条跨区域蓝碳开发合作新路径。

作为深圳蓝碳实践的重要参与者,深圳市自然资源和不动产评估发展研究中心系统介绍了深圳在红树林碳汇方法学开发、价值评估、组织交易、场景应用等全过程机制和经验,并发布了《红树林保护碳汇项目方法学(英文版)》,为全球红树林生态系统保护项目提供统一、规范的碳汇评估依据,助力红树林碳汇项目开发与国际交易。

Mangroves are internationally recognized as one of the three major coastal blue carbon ecosystems. In recent years, Shenzhen has firmly upheld the principle that “lucid waters and lush mountains are invaluable assets,” and has vigorously advanced the “Mangrove+” initiative, actively exploring new mechanisms to realize the value of mangrove ecological products.

In September 2023, Shenzhen conducted China’s first mangrove conservation carbon sink auction, achieving a transaction price equivalent to US$68 per ton — the highest unit price in China’s carbon sink market at the time. This milestone transformed the carbon sequestration value of mangroves into tangible economic benefits, achieving a positive two-way conversion between “green mountains” and “golden mountains.”Since last year, Shenzhen’s blue carbon model has been extended to Enping and Taishan in Guangdong Province, pioneering a new path for cross-regional cooperation in blue carbon development.

As a key contributor to Shenzhen’s blue carbon practices, the Development Research Center for Natural Resource and Real Estate Assessment, Shenzhen, presented a comprehensive overview of the city’s full-process mechanisms and experience in mangrove carbon sink methodology development, value assessment, transaction organization, and scenario applications.The institute also released the English edition of the Methodology for Mangrove Conservation Carbon Sink Projects, providing a unified and standardized basis for carbon sink evaluation in global mangrove ecosystem conservation projects and supporting the development and international trading of mangrove carbon sinks.

探讨搭建蓝碳多边合作平台,助力全球合作与技术共享Building a multilateral blue carbon cooperation platform

专场对话环节,来自中国深圳、巴西塞尔希培州、巴西泰罗伊市以及国际组织的代表、专家围绕蓝碳跨区域开发合作深入交流。

各代表表示,深圳的创新实践向世界证明经济发展与自然生态保护可以相互促进,基于自然的解决之道能够成为应对气候变化的重要路径。“深圳在红树林保护碳汇交易领域的创新实践,是一项具有全球示范意义的卓越探索,这一创新模式应当作为‘深圳智慧’推向国际社会,为全球沿海城市的红树林保护碳汇开发交易提供支持。”宜可城秘书长吉诺·范贝京先生表示。

会上,深圳市自然资源和不动产评估发展研究中心和宜可城签订了战略合作框架协议,就蓝碳研究加强深化合作。

本次中国深圳专场展示了深圳在应对气候变化、推动蓝碳交易等方面的积极作为,有效提升了国际社会对红树林等蓝碳生态系统价值的关注,深圳也将充分发挥国际红树林中心的全球影响力,深入实施“红树林+”行动,全面加强国际交流与合作,为全球气候治理与可持续发展积极贡献“深圳智慧”。

During the special dialogue session, representatives and experts from Shenzhen, China; Sergipe State and Niterói City in Brazil; and several international organizations engaged in in-depth discussions on cross-regional cooperation in blue carbon development.

Participants emphasized that Shenzhen’s innovative practices demonstrate to the world that economic growth and ecological protection can reinforce one another, and that nature-based solutions serve as vital pathways for addressing climate change.

“Shenzhen’s pioneering practices in mangrove conservation and carbon sink trading represent an outstanding exploration of global significance. This innovative model should be promoted internationally as ‘Shenzhen Wisdom,’ providing support for the development and trading of mangrove carbon sink projects in coastal cities worldwide,” said Mr. Gino Van Begin, Secretary General of ICLEI.

At the event, the Development Research Center for Natural Resource and Real Estate Assessment, Shenzhen, and ICLEI signed a strategic cooperation framework agreement to further strengthen collaboration on blue carbon research.

The Shenzhen special session highlighted the city’s proactive efforts in addressing climate change and advancing blue carbon trading, effectively raising international awareness of the value of mangroves and other blue carbon ecosystems. Shenzhen will continue to leverage the global influence of the International Mangrove Center, intensively implement the “Mangrove+” initiative, and enhance international exchange and cooperation — contributing “Shenzhen Wisdom” to global climate governance and sustainable development.
