On the afternoon of March 26, 2025, the Boao Forum for Asia (BFA) organized a panel discussion on “Towards the Future of Regional Integration: Openness & Connectivity”. Kairat Sarybay, Secretary General of Conference on Interaction and Confidence Building Measures in Asia (CICA), emphasized CICA’s efforts and achievements in promoting regional security and cooperation.

Mr.Sarybay first noted that the world is undergoing unprecedented complex transformations, and Asia faces multiple challenges. Against this backdrop, CICA remains committed to the spirit of the Declaration of Principles of 1999 and the Almaty Act of 2002, striving to uphold regional stability through dialogue and cooperation.

Mr.Sarybay highlighted CICA’s close collaboration with China on the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Belt and Road Initiative. Mr. Sarybay also emphasized CICA’s engagement with the UN system as well as CICA’s collaboration with financial institutions like the Asian Infrastructure Investment Bank and its growing ties with ASEAN and non-ASEAN countries.

According to Mr.Sarybay, Azerbaijan, as the 2025 Chair, will focus on strengthening CICA’s role in Central Asian security and development while deepening cooperation in digital transformation, climate change, cultural exchange, cybersecurity, etc.

In his concluding remarks, Mr. Sarybay reaffirmed CICA’s commitment to fostering an inclusive and effective regional security framework. He expressed confidence in Asia’s peaceful and prosperous future and reiterated CICA’s readiness to work with all partners to address regional and global challenges.
