China has unveiled an action plan to protect and create beautiful rivers and lakes from 2025 to 2027 on May 21, 2025. The plan, jointly released by the Ministry of Ecology and Environment and other government organs, set the goals of achieving notable progress in creating beautiful rivers and lakes by 2030 and completing the initiative by 2035.

《美丽河湖保护与建设行动方案（2025—2027年）》是继《水污染防治行动计划》发布之后，我国对水生态环境保护作出的又一次全面战略部署。

行动方案以改善水生态环境质量为重点，坚持精准治污、科学治污、依法治污，统筹水资源、水环境、水生态治理，推动重要流域构建上下游贯通一体的生态环境治理体系，大力推进美丽河湖保护与建设，提升河湖生态系统健康水平。根据要求，到2027年，我国美丽河湖建成率将达40%左右。

行动方案共明确19项措施：在巩固深化水环境治理方面，提出提升入河排污口整治效能、加强工业园区水污染防治、强化生活污水收集处理、推进农业面源污染防治等6项措施；在加强基本生态用水保障方面，明确了着力保障河湖生态流量、落实生态流量泄放措施、强化生态流量监测信息共享3项措施；在积极推进水生态保护修复方面，提出推进水生生物保护恢复、实施湖库富营养化综合治理等6项措施；在全面推进保护与建设方面，提出加大支持力度、开展全民行动等4项措施。

据生态环境部介绍，美丽河湖一般应具备以下条件：水资源方面，具有稳定的补给水源，水体流动性较好，河湖生态用水得到有效保障，稳定实现“有河有水”；水生态方面，河湖水域及其缓冲带生态环境功能得到维持或恢复，生物多样性得到有效保护，有代表性的土著物种得到重现，稳定实现“有鱼有草”；水环境方面，流域内各类污染物排放得到有效控制，河湖水质实现根本好转或水质稳定达到优良，公众的景观、休闲等亲水需求得到较好满足，人民群众反映的生态环境问题得到妥善解决，稳定实现“人水和谐”。

今后5年是美丽中国建设的重要时期，要深入贯彻新时代中国特色社会主义生态文明思想，坚持以人民为中心，牢固树立和践行绿水青山就是金山银山的理念，把建设美丽中国摆在强国建设、民族复兴的突出位置，推动城乡人居环境明显改善、美丽中国建设取得显著成效，以高品质生态环境支撑高质量发展，加快推进人与自然和谐共生的现代化。
