2025年5月18日，海南省外事办公室与阿联酋迪拜国际自由区管理局在阿联酋迪拜签署《中华人民共和国海南省外事办公室与阿拉伯联合酋长国迪拜国际自由区管理局关于推动建立自贸区（港）友好合作关系的谅解备忘录》，这标志着迪拜国际自由区成为海南自由贸易港的第39个全球自贸区（港）伙伴，将进一步深化海南自由贸易港与全球自贸区（港）合作，充分发挥海南重要枢纽节点作用，助力推动海南自由贸易港在封关运作之年形成面向全球的高标准自由贸易区网络。省外办主任戴贞和迪拜国际自由区管理局主席马丁·佩德森(Martin Pedersen)共同签署备忘录。

根据谅解备忘录，双方将共同推动和协调相关部门充分发挥各自政策、区位和产业优势，开展产业园区跨境或跨区合作，构建富有韧性的自贸区（港）产业链、供应链、价值链、创新链体系，共同探索和推动两地在投资、贸易、信息技术以及其它有潜力领域的务实合作。
这是海南自由贸易港在阿联酋的第三个全球自贸区（港）伙伴。近两年来，迪拜杰贝阿里自由区和阿布扎比哈利法经济区先后加入海南自由贸易港全球自贸区（港）伙伴计划。
Hainan Adds New Free Trade Zone (Port) Partner
The Foreign Affairs Office of Hainan Province and the Dubai International Free Zone Authority of the United Arab Emirates signed a Memorandum of Understanding (MOU) in Dubai on May 18, 2025. The agreement, officially titled Memorandum of Understanding between the Foreign Affairs Office of Hainan Province of the People’s Republic of China and International Free Zone Authority of the United Arab Emirates on the establishment of Friendly and Cooperative Relations for Free Trade Zones/Ports, marks the Dubai International Free Zone as the 39th global free trade zone/port (FTZ/FTP) partner of the Hainan Free Trade Port. This partnership further expands Hainan’s international FTZ/FTP collaboration network, enhances its role as a global trade and logistics hub, and supports its efforts to establish a high-standard international free trade zone system in the year it launches special customs operations. The MOU was jointly signed by Dai Zhen, Director-General of the Foreign Affairs Office of Hainan Province, and Martin Pedersen, Chairman of the Dubai International Free Zone Authority.
According to the MOU, both parties will promote and coordinate efforts across relevant departments to leverage their respective advantages in policy frameworks, geographic location, and industrial capacity. The agreement calls for cross-border and cross-zone cooperation on industrial park development and aims to build resilient FTZ/FTP-centered industrial, supply, value, and innovation chains. It also encourages practical collaboration in investment, trade, information technology, and other emerging sectors with significant development potential.
The Dubai International Free Zone is Hainan’s third FTZ/FTP partner in the region. In the past two years, both the Jebel Ali Free Zone in Dubai and the Khalifa Economic Zones in Abu Dhabi have officially joined Hainan’s global free trade partner network.
